The fourth edition of ‘Shelter Projects’, is launched at a time when shelter is more relevant than ever as an instrument of humanitarian response. The case studies in this edition reflect the on-going challenges posed by responses to complex emergencies such as Haiti and Pakistan as well as new challenges derived from unprecedented level of population displacement in Africa, Asia and in the Middle East.

This year the DEC has launched an extremely important appeal for Syria, and continued its work in three major responses: East Africa, Pakistan and Haiti, each of which was amongst our very largest appeals.

In East Africa, where a lethal combination of drought, conflict and environmental failure caused the first famine of the 21st century, DEC funded work has reached over 2.3m people. The huge humanitarian effort in the region has been broadly successful but the crisis has highlighted serious issues with the world’s ability to respond to very clear early warnings of disaster.

Earlier this year we produced the Global Pulse “Big Data for Development Primer”, an introductory guide for the global development community, summarizing key terms, concepts, case studies and challenges around big data.

Sometimes it‘s difficult to imagine that another natural disaster could ever happen again, leaving massive destruction in its wake like the 2004 Indian Ocean tsunami or the earthquake in Haiti. But then with incredible force, typhoon Haiyan struck, creating a catastrophe of almost incomprehensible proportions.

Le tremblement de terre du 12 janvier a déplacé plus de 2,1 millions de personnes et détruit/endommagé environ 175 682 bâtiments. Plus de 217 300 personnes ont été tuées et environ 300 600 bléssées. Selon le cluster abris et CCCM, 232 007 individus déjà exposés aux désastres naturels, à la violence et à l'épidémie de choléra resteront encore dans les camps à la n de 2013. 172 000 personnes déplacées soit 45 280 familles se trouvent dans 306 camps en Haiti (Source: DTM, septembre 2013).

Emergencies and disasters can strike entirely without warning. That was the case several years ago, in January 2010, when Haiti was struck by a massive earthquake that devastated the country. More than 1.3 million people were left homeless, and millions more impacted. Across the world, humanitarian aid services rushed to provide relief in Haiti. The Canadian Red Cross, a non-profit organization in Canada, was a part of one of the biggest humanitarian operations in Red Cross history.

The Plan outlines the needs of 817,000 Haitians in 35 of the country’s 140 communes and the strategy proposed to address the most critical of these needs.

Unfortunately, over the last four years, there have been too many reasons drawing attention of the United Nations and the International Community to this small Caribbean country: the 2010 devastating earthquake; the cholera outbreak that followed in October that year; the passage of Hurricane Sandy in 2012.
But today, I come with a different message.

SITUATION OVERVIEW

  1. CCCM: An estimated 172,000 people remain internally displaced in Haiti in 306 camps almost four years after the 2010 earthquake.
    Basic services in camps have declined faster than the pace of return or relocation of the displaced. 16,377 displaced families living in 52 camps are considered at high risk of forced evictions. 79,173 people are living in 67 camps considered to be at particularly high risk of flooding, with an additional 30 camps at additional environmental risks. L'Organisation des Nations Unies et la communauté humanitaire en Haïti ont lancé un plan d'action humanitaire en 2013 de 144 millions de dollars qui a été révisé à 152 millions de dollars en août 2013. Ce plan vise à répondre aux besoins des personnes déplacées; répondre à l’épidémie de choléra, réduire l'insécurité alimentaire/malnutrition et développer des activités de préparation et de réponse aux situations d'urgence.
