After two years of drought, 13 million people (half of them children) are still hungry and at risk of malnutrition—or worse. Families now depend on humanitarian aid to survive, many sheltered in the camps on the borders of Ethiopia and Kenya.

Plan entered the 2010 financial year with cautious optimism, having weathered the worst of the financial crisis. I am very happy to report that the measures we have since put in place, and the continuing efforts and commitment of our fundraising teams, programme advisors and highly dedicated staff, have all contributed to a 14 per cent rise in income to over €534 million.

The Global Update provides food security information on trends in food access and utilization. Key food access indicators reported are food consumption, coping strategies and terms of trade. These indicators are proximate to food security status and so enable early identification of potential increases in food insecurity.

This update provides information on 34 countries for the period January to June 2010.

Three categories are used to classify the food security trend: Improved, No Change and Deteriorated.

The Director-General of the OPEC Fund for International Development (OFID), Mr. Suleiman J. Al-Herbish, today signed three grant agreements with the United Nations Children's Fund (UNICEF), the United Nations Educational Scientific & Cultural Organization (UNESCO) and the Foundation for the Social Promotion of Culture (FPSC), to help finance various projects and programs.

The first grant in the amount of US$3,000,000 will finance an OFID/UNICEF Joint Project on Scaling Up Assistance to Children affected by HIV/AIDS in nine countries in Africa.

What GAO Found

The U.S. government supports a wide variety of programs and activities for global food security, but lacks readily available comprehensive data on funding. In response to GAO's data collection instrument to 10 agencies, 7 agencies reported funding for global food security in fiscal year 2008 (see figure below) based on the working definition GAO developed for this purpose with agency input.
