In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

1. EXECUTIVE SUMMARY

In August 2008 Pakistan suffered a series of overlapping crises that led to substantial internal displacement and left hundreds of thousands in need of humanitarian assistance. These events have come at a time when Pakistan is reeling from the effects of the global food crisis, exacerbating an already precarious situation.

The severe cold and dry winter winds that blow over Baluchistan are a recurring phenomenon, and those who call the region home are used to them.

However, this year has been different. With many homes reduced to rubble after the earthquake in late October, people in Ziarat and Pishin have been forced to stay in tents while the mercury dipped to a cruel minus 6 degrees Celsius during the night.
