Overview

This summary document provides information about Office of Inspector General (OIG) oversight activities in Pakistan and Afghanistan since fiscal year 2003.

OIG has strengthened its focus in Pakistan since the U.S. Agency for International Development (USAID) reopened its mission in 2002. OIG has been providing oversight of USAID activities in Afghanistan since 2002 as well.

2008 was a year of major humanitarian challenges. Natural disasters such as Cyclone Nargis in Myanmar, the devastating earthquake in China, flooding in India and Brazil or the hurricanes in the Caribbean once again highlighted the dangers of the unbridled forces of nature. In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

1. EXECUTIVE SUMMARY

In August 2008 Pakistan suffered a series of overlapping crises that led to substantial internal displacement and left hundreds of thousands in need of humanitarian assistance. These events have come at a time when Pakistan is reeling from the effects of the global food crisis, exacerbating an already precarious situation.

The ongoing emergency response to the Balochistan 29 October earthquake is located within the broader disaster management context. Culmination of emergency response phase is linked to meeting 'essential shelter needs' of 7820 shelters, planned distribution of 1750 MT Al - Nayhan food package and supporting the devolved district government based response mechanism following Army's de-induction.

CERF Advisory Group met in Geneva

The Advisory Group met in Geneva on 19 and 20 November and included the eight members newly appointed by the Secretary-General. The Under-Secretary-General and Emergency Relief Coordinator, Mr. John Holmes, briefed the members on the progress of the Fund since their last meeting in June 2008 and the potential impact of the global financial crisis on CERF. The Advisory Group also discussed the management response to the Two-year Evaluation of the Fund.

Executive summary

This is the 2009 plan of the Pakistan office of the International Federation. It is for information only, as the funds for this plan are covered through the Earthquake Emergency Appeal (M05EA022 - launched in 2005 and recently extended to the end of 2009) and Cyclone Yemyin/Floods emergency appeal (MDRPK001 - launched in July 2007 and extended to June 2009). The total budget for 2009 is CHF 15.5 million (of which CHF 15.1 million is covered under the earthquake appeal and CHF 435,000 under the floods appeal).

- The Earthquake in Balochistan province has left 166 deaths and 370 injured so far (government confirmed figure). National Disaster Management Authority (NDMA) reports that 35,600 individuals (4,610 families) have been affected whereas the figures on displacement have increased to 7,000 individuals.

Several aftershocks have been felt in Baluchistan since the two earthquakes that jolted several districts of Baluchistan on 29 October 2008. Official figures from the government and initial assessments indicate that more than 160 people have lost their lives, while 500 have been injured. The government, United Nations agencies and various non-governmental organizations are carrying out assessments and relief works in the affected areas.

National Disaster Management Authority (NDMA) reports that 35,600 individuals (4,610 families) have been affected and 3,375 displaced mainly in the villages of Ziarat and Pishin districts.

- 47 aftershocks ranging from 3.5 to 4.7 on the Richter scale have been felt on 29 and 30 October 2008. Pakistan Metrological office reports that a series of aftershocks of the same frequency will continue for the next si- days.
