Foreword: A year of challenges

It is my pleasure to present to you the 2008 Annual Report for the United Nations Central Emergency Response Fund (CERF).

For the millions of people affected by natural disasters and conflict worldwide, 2008 was a year of enormous challenges. More than 211 million people were affected by natural disasters, with more than 238,000 killed and US$200 billion in damages, making 2008 one of the most devastating years in terms of human and material losses.

2008 was a year of major humanitarian challenges. Natural disasters such as Cyclone Nargis in Myanmar, the devastating earthquake in China, flooding in India and Brazil or the hurricanes in the Caribbean once again highlighted the dangers of the unbridled forces of nature. In the complex political crises in Africa, as well as in Afghanistan and Iraq, unresolved conflicts made it impossible to improve the precarious humanitarian situation of people living there.

It will be focusing its efforts in 20 countries by concentrating resources, focusing programming and improving coordination.

Each week, the World Health Organization Health Action in Crises in Geneva produces information highlights on critical health-related activities in countries where there are humanitarian crises. Drawing on the various WHO programmes, contributions cover activities from field and country offices and the support provided by WHO regional offices and headquarters. The mandate of the WHO departments specifically concerned with Emergency and Humanitarian Action in Crises is to increase the effectiveness of the WHO contribution to crisis preparedness and response, transition and recovery.

Pau, 31 October 2008 - Reacting to the 6.5 earthquake in Pakistan Télécoms Sans Frontières deployed a team of emergency telecommunications specialist on Friday. TSF's team which includes a volunteer of the Asian Institute of Technology took off from its Asian base in Bangkok and will land in the capital Islamabad tonight local time to be deployed to the affected Province of Balotchistan as soon as possible.

According to local sources, phones lines have been cut off.
