Operational context

Meeting the needs of the most vulnerable in Indonesia has continued to present a challenge for the Indonesian Red Cross (Palang Merah Indonesia/PMI) and the Federation in 2004. During the year, Indonesia suffered a number of disasters. The year started with the Federation launching an emergency appeal on 1 January, following the devastating floods in Jambi, North Sumatra during which 25,000 people were forced to leave their homes.

Geneva, 9 December, 2004 - ACT members Church World Service Indonesia (CWS), Yakkum Emergency Unit (YEU) and Yayasan Tanggul Bencana-PGI (YTB) have been responding with their emergency funds to the earthquakes which hit Alor on 12 November and Nabire, Papua on 26 November 2004.

ACT Alerts for both emergencies were issued.

Alor is disaster prone area, where three big earthquakes have taken place in 1987, 1991 and now 2004. The island has a limited transportation and communication infrastructure.

During the early hours of November 12 as people slept in their beds a massive earthquake, hit the small Indonesian island of Alor, off the northern coast of West Timor. The initial quake cased substantial damages to homes leaving half of the 100,000 residents without shelter. The earthquake also took 25 lives, damaged vital infrastructure, including water sources and transportation.

At the epicentre of the quake at Urnama Lanekuru and north Lanekuru 5,000 families are now living under very harsh conditions.

DISCUSSION

The location and focal-mechanism of the earthquake are consistent with it having occurred on the thrust-interface between the Banda Sea micro-plate to the north and the Timor micro-plate to the south.
The Banda Sea micro-plate moves south toward, and thrusts beneath, the Timor micro-plate with a velocity of about 30 mm/year. The two micro-plates are sandwiched along with other micro-plates between the larger Sunda, Philippine Sea, Australia, and Pacific plates.

World Vision Indonesia (WVI) has prepared around US$94,500 in funding from USAID and WV Canada to provide relief for the victims of the strong earthquake that hit the island of Alor last week.
