Guayaquil (Guayas). María del Pilar Cornejo, secretaria Nacional de Gestión de Riesgos, junto al alcalde de Guayaquil, Jaime Nebot, firmaron el acta de entendimiento para la implementación del Sistema de Comando de Incidentes (SCI), con el que se busca fortalecer la eficiencia en la atención de eventos adversos, como los terremotos.

"Los puntos más importantes de esta acta es la comunicación y la coordinación. Primero las autoridades locales y nacionales tienen que ver cuál es el papel que le toca a cada uno y cuáles son sus responsabilidades.

1. Some areas of Bahía de Caráquez remain without electricity and telephone service. Public and commercial activities are slowly being resumed. Most of the population is still sleeping in open spaces frightened by the occurrence of a series of aftershocks (415 so far).
2. In Bahía de Caráquez, 8 buildings (between 3 and 9 stories high) have been found with structural damage, including the main hospital, the telephone company, and a public bank. Approximately 30 additional buildings have suffered severe non-structural damage (collapse of interior walls, masonry, etc.).

Distribution of the Ecuadorian Red Cross relief supplies that arrived on a Hercules plane together with 12 first aid workers, continues in the coastal province of Manabi. The region, situated 335 km west from the Ecuadorian capital, was hit on 4 August by three earthquakes. The third and strongest earthquake, measuring 7.1 on the Richter Scale, left 3 people dead, some 150 injured, damaged 400 houses, and cut electricity and water supplies.
