  • To support the population displaced by recent armed conflict in Mindanao, WFP received Immediate Response Account funding to provide unconditional cash based transfers. WFP registered 7,240 IDP families in Maguindanao in April, of which 6,556 received unconditional cash. In Sulu, 698 IDP families received unconditional cash transfers.

Current measles outbreak started late 2017 in Mindanao. In 2018, 20,827 cases were reported with 199 deaths. Outbreak and supplementary immunization activities in 2018 were ineffective in addressing the outbreak as the immunization activity was met with increased vaccine hesitancy due to the Dengue vaccine controversy. Weak routine immunization leading to a decrease in overall immunization coverage in recent years resulted in large immunity gaps among younger children against vaccine preventable diseases including measles.

Globally, between 2016 and 2017, the number of reported measles cases increased by 31%, while in the WHO Western Pacific Region (WPR), the total number of cases reported decreased by 82% during the same period. However, there was an increase in cases reported in WPR, from 11 118 in 2017 to 26 163 cases in 2018. A resurgence of measles cases has been seen in all WHO Regions.

Measles

Measles cases are rising in the Philippines with the Department of Health (DOH) declaring outbreaks in six regions in the country, including Metro Manila. The DOH reported over 18,500 confirmed measles cases from 1 January to 11 March 2019. Severe complications from measles have also claimed the lives of 280 children. As of 11 March 2019, 57.6% of the total 3.7 million target children have been vaccinated. This rapid increase of the outbreak throughout country is linked to low immunization coverage and hesitation of parents to have their children vaccinated.

Current Situation Between 1 January and 7 March 2019, 18,553 measles cases including 286 deaths were officially reported through the routine surveillance system from the Philippines Department of Health (DoH): a 384%% increase with the same time period in 2018 (see Table 1).
With a median age of 2 years old, 56% of measles cases are under 5 years of age.

Current measles outbreak started late 2017 in Mindanao: in 2018, 21,812 cases were reported with 202 deaths. Outbreak and supplementary immunization activities in 2018 were ineffective in addressing the outbreak, as weak routine immunization system resulted in a decrease in overall immunization coverage. The Philippines Department of Health (DoH) declared measles outbreaks in 5 Regions (Region NCR, III, IV-A, VI, VII) on 7 February 2019, whereas cases are being reported from all 17 Regions.
