Highlights

Since January 2019, humanitarian needs have been exacerbated by prolonged emergency crises due to conflict, epidemic diseases, drought and floods. Children remained at risk of malnutrition, preventable diseases, violence, exploitation and abuse, with 4.89 million children, including 1.9 million IDP/returnee children, identified as in need of humanitarian assistance in 2019.

The Global Humanitarian Overview published on 4 December 2018 announced funding requirements of $21.9 billion for 21 Humanitarian Response Plans and the Venezuela Regional Refugee and Migrant Response Plan. By the end of July, the requirements had reached $26.14 billion. As at the end of July, 141.7 million people are estimated to be in need in 57 countries, a slight decrease of 1.2 million from last month. The plans aim to provide aid to 106.3 million people.

23 July 2019: Addis Ababa – The responsibility to eliminate cholera in Ethiopia – a country where almost a third of the population has sub-standard water supplies – lies with stakeholders at all levels, from ministries to water, sanitation and hygiene (WASH) partners and non-governmental organizations.

This was the message to delegates at a recent high level briefing with sectoral ministries, regional health bureaus, partners and donors on a multi-sectoral approach to eliminating cholera from Ethiopia by 2030.

Background to the Ethiopia Humanitarian Fund

Established in 2006, the Ethiopia Humanitarian Fund (EHF) responds to disasters triggered by natural hazards, such as droughts, floods and outbreaks of diseases, as well as conflict-related crises. The EHF aims to support the timely disbursement of funds to the most critical humanitarian needs in the context of the annual Humanitarian Response Plan (HRP) as well as unforeseen emergency needs.

HIGHLIGHTS

  • Cumulatively 990 cases of cholera, with 33 confirmed by culture have been reported since April 2019. WHO, UNICEF, SCI, MSF-E are supporting the cholera outbreak response in different locations.

  • Ethiopia has embarked on the cholera control and elimination roadmap. A high level advocacy meeting is scheduled on 23 July 2019 where the plan will be rolled out to stakeholders, in line with GTFCC 2030 strategy.

  • More than 90% completion of the IDP return exercise has been reported across the country.
    Official figures are yet to be published. Many IDP have been deposited in collection or transit centres, close to their original homes, with massive humanitarian needs.

  • The cholera outbreak that started in Amhara region back in April has continued to spread, now in 54 woredas. A total of 642 cases have been reported, with 20 culture-confirmed, and 8 health facility deaths.

Cholera prevention measures in Tigray and Afar Camps: Following the Ethiopian Public Health Institute’s declaration of the outbreak of a cholera epidemic in at least five regions, including Tigray and Afar, woreda-level multi-partner health task forces in both regions are working to prevent the spread of the virus to the refugee camps. This includes the close monitoring of the situation across the camps with disease surveillance conducted on a regular basis.
