À la fin du mois de décembre 2018, 21 Plans de réponse humanitaire (HRP) et le Plan régional de réponse pour la Syrie (3RP) nécessitaient 24,93 milliards de dollars pour assister 97,9 millions de personnes ayant un besoin urgent d’assistance humanitaire. Les financements requis restaient identiques à ceux enregistrés à fin du mois de novembre 2018. Les plans sont financés à hauteur de 14,58 milliards de dollars, comblant 58,5% des besoins financiers pour 2018.

At the end of December 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) required US$24.93 billion to assist 97.9 million people in urgent need of humanitarian support. The requirements remained unchanged as of the end of November 2018. The plans are funded at $14.58 billion which amounts to 58.5 per cent of financial requirements for 2018. Notably, the percentage of total funding contributed through humanitarian response plans carried out by the UN with partners in 2018 is estimated at 62.9%.

The Emergency Appeal seeks a total of 2.19 million Swiss francs to enable the IFRC to support the Malagasy Red Cross (MRCS) to deliver assistance to some 960,000 people in the targeted regions over 19 months (to April 2019) and contribute to the reduction in mortality and morbidity due to the plague outbreak in 7 priority regions through effective prevention, response and capacity building activities.

HIGHLIGHTS

  • 9.6 million people were severely food-insecure in Southern Africa at the start of the lean season (October 2018- April 2019)

  • Three districts in Zimbabwe and two in Madagascar are facing Emergency food insecurity (IPC phase 4) due to extreme loss of livelihoods

  • There is at least an 80 per cent chance of an El Niño phenomenon between October and December 2018, which could exacerbate the deteriorating situation.

Highlights

• A seasonal plague upsurge, predominantly of the bubonic form, usually hits Madagascar annually between September and April. Similar to last year, this year’s plague season has begun earlier than usual. The current outbreak is predominantly in rural areas and is largely contained. As of mid–August a cumulative total of 103 plague cases (38 confirmed and 65 suspected) have been recorded and 10 deaths.

For each of these events, a brief description, followed by public health measures implemented and an interpretation of the situation is provided.

Dans le cadre de la lutte contre la peste. Le Ministère de la Santé Publique en collaboration avec les différents secteurs, mais aussi les partenaires techniques et financiers a effectué des activités d’investigation et de riposte dans le district d’Iakora le 12 octobre 2018. Une suspicion d’existence des cas de peste suite aux décès de 6 individus au niveau de la communauté a eu lieu dans ce District. Cette alerte concerne précisément le Fokontany de Mahanoro, Commune de Begogo.

Madagascar est actuellement en pleine saison de transmission de la peste.

Du 1er août au 20 septembre 2018, seize (16) cas suspect de peste ont été notifiés au niveau central dont cinq (05) ont été confirmés biologiquement.

Les districts ayant notifiés les cas suspects de peste étaient aux nombres de 08 dont Ambalavao, Ambatofinandrahana, Ambositra, Ankazobe, Fandriana, Miarinarivo, Morondava et Antsirabe I.

The Emergency Appeal seeks a total of 2.19 million Swiss francs to enable the IFRC to support the Malagasy Red Cross (MRCS) to deliver assistance to some 1.2 million people over 15 months (to December 2018) and contribute to the reduction in mortality and morbidity due to the plague outbreak in 10 priority regions through effective prevention, response and capacity building activities. The appeal timeframe was initially for 9 months but due to the need to continue post-epidemic and prevention activities, the operation is being extended over 15 months.
