I. Introduction

1. The present report is the fortieth submitted pursuant to paragraph 17 of Security Council resolution 2139 (2014), paragraph 10 of resolution 2165 (2014), paragraph 5 of resolution 2191 (2014), paragraph 5 of resolution 2258 (2015) and paragraph 5 of resolution 2332 (2016), in which the Council requested the Secretary-General to report, every 30 days, on the implementation of the resolutions by all parties to the conflict in the Syrian Arab Republic.

  • Displacements from and within Ar-Raqqa governorate continued due to fighting and heavy airstrikes. An estimated 184,705 people have been displaced since 1 April, including over 108,000 people since 1 May.

Highlights

  • Heavy fighting between the SDF and ISIL in ArRaqqa city continued as the SDF made advances in the northwestern and eastern parts of the city.

  • Since early June, an estimated 50,000 people have been displaced in Ar-Raqqa governorate, some for short periods. Of these, 7,655 IDPs have so far been verified by CCCM cluster as remaining displaced for longer periods. The situation continues to be fluid, with new displacements coexisting with rapid return movements to areas taken over by SDF.

  • In Syria, 15 new cases of circulating vaccine-derived poliovirus type 2 (cVDPV2) were reported in the past week, bringing the total number of cVDPV2 cases in the country to 17. Sixteen of the 17 cases are from Mayadeen district, Deir-Al-Zour governorate, and one case is from Raqua district, Raqua governorate. All cases had onset of paralysis between 3 March and 23 May.

  • The 14th report of the Independent Monitoring Board (IMB) has been published, following the group’s meeting in May.

In recent years, the global drive to eradicate polio has seen the virus cornered in fewer places than ever before. Yet polio’s final strongholds are some of the most complicated places in the world to deliver vaccination campaigns. Insecurity and conflict are some of the challenges to delivering vaccines, as well as populations on the move, testing terrain and weather, and weak health systems.

GENEVA — A Senior United Nations official says intense fighting in Syria and bureaucratic red tape are impeding the delivery of desperately needed humanitarian assistance to hundreds of thousands of people trapped in besieged areas.

U.N. Special Envoy for Syria Jan Egeland says the United Nations has been unable to deliver food, medicine and other essential items to some 600,000 people in 12 besieged areas for the past 40 days. He says it also is extremely difficult to reach millions of others in so-called hard-to-reach areas.

A circulating vaccine-derived poliovirus type 2 (cVDPV2) outbreak has been confirmed in the Deir Al Zour Governorate of the Syrian Arab Republic. There is evidence of genetic linkage among three isolates of type-2 vaccine-derived polioviruses (VDPV2) isolated in the stool specimens of two acute flaccid paralysis (AFP) cases with dates of onset of paralysis on 5 March and 6 May 2017, and the contact specimen of an AFP case collected on 17 April 2017. Al Mayadeen was also the epi-centre of the wild poliovirus type 1 (WPV1) outbreak in Syrian Arab Republic in 2013.
