EXECUTIVE SUMMARY

• Food Cluster: 8.5 million emergency beneficiaries and 4.5 m ex-public work clients received emergency food commodities.
During the last quarter of 2017, IDPs were also targeted for emergency food distribution. There were delays in food distribution especially in Somali region. One round was dropped and two rounds were carried over to the first quarter of 2018. As a result, out of nine only six rounds of food distribution were completed within 2017.

Famine: Lessons Learned was produced as the world was responding to four potential famines simultaneously – in Nigeria, South Sudan, Yemen and Somalia.

Much has been written and researched on famine, and many lessons on how to best prevent and respond to famine have been learned the hard way. This paper therefore draws on lessons learned from the last 30-plus years of famine crises and response, going back to famines in Ethiopia and Sudan in the 1980s, up to the most recent famine in Somalia in 2011.

Methodology and limitations

• Time period covered: 17-28 March 2017

• The National Disaster Risk Management Commission (NDRMC) and UN Office for the Coordination of Humanitarian Affairs (OCHA) collaborated in calling DPPB and other woreda officials in 261 priority 1 and 2 woredas

• Some woredas remain uncovered because of the telephone network and lack of information with DPPB officials

• Results presented here have had no further triangulation
