Cluster sections include changes in sectoral needs and progress towards current priorities, which were reviewed and endorsed by the UN Humanitarian Coordinator, Ethiopia Humanitarian Country Team and the National Disaster Risk Management Commission (NDRMC) in May 2018.

Since November 2017, USD 800,000 have been received for medicines and medical supplies out of $4.2 million needed to prevent stock rupture. Consequently, stock rupture of Primary Health Care (PHC) medicines (640 EDK - curative care for children and adults, MNHC and reproductive health) for 46 MHNTs (drought and IDPs) run by NGOs (IRC, SC, Care, Goal, IMC, MC, IRE, and AAH I Somali, Oromia, SNNP) within 1-2 month.

6 of the 21 countries in Eastern and Southern Africa have over 20% of their population using an unimproved water source and they include; Ethiopia, Somalia, Tanzania, Zambia, Mozambique and Madagascar. Of these countries, Somalia has recorded the highest number of cholera cases and deaths. Countries which have 11 to 20% of their population using unimproved water sources include; South Sudan, Uganda, Rwanda, Burundi, Eritrea, Angola, Zimbabwe and Lesotho. 5 of these countries (South Sudan, Rwanda, Burundi, Angola and Zimbabwe) have reported outbreaks in 2017.

3 of the 21 countries in Eastern and Southern Africa have over 50% of their population using unimproved sanitation facilities and they include; Tanzania, Ethiopia and Uganda. Cumulatively, Tanzania has reported 2697 cases since the beginning of 2017. Countries which have 25 to 50% of their population using unimproved sanitation facilities include: Somalia, Kenya, Burundi, Malawi, Mozambique, Zambia and Madagascar. Cumulatively, these countries have reported 83, 346 cases in 2017, and majority of these cases emerging from Somalia.

The Ethiopian Humanitarian Fund (EHF) allocated some US$ 19.7 million to prioritized sectors of nutrition, WaSH, agriculture and health to bridge the response gaps in the last months of 2016 and the first quarter of 2017 in response to the residual needs from the El Niño induced drought and the negative Indian Ocean Dipole. The humanitarian context is rapidly evolving due to deepening drought, meher harvest loss from frost and the spread of disease outbreaks, including Acute Watery Diarrhoea (AWD).

The Ethiopian Humanitarian Fund (EHF) allocated some US$ 19.7 million to prioritized sectors of nutrition, WaSH, agriculture, health and protection to bridge the response gaps in the last months of 2016 and the first quarter of 2017. Residual needs from the El Nino-induced drought and the recent drought in the south and south-eastern parts of the country caused by the negative Indian Ocean Dipole increased financial requirements in almost all sectors. The 2017 Humanitarian Requirements Document (HRD) requests for $598 million to assist 5.6 million people.

Although the El Niño weather event has passed its impact continues to be felt in the region: food insecurity doubled from 12 million in August 2015 to 23.4 million today. Humanitarian partners are targeting 1.25 million children under five for severe acute malnutrition (SAM) this year, of which nearly 83 per cent are from Ethiopia, South Sudan, Sudan and Somalia. Violence and rising food insecurity in South Sudan and Burundi have displaced nearly 290,000 people (205,541 refugees and 84,459 internally displaced) in the last 3 months alone.
