  • The U.N. estimates that some 11.3 million people throughout the Sahel remain food insecure, while approximately 1.5 million children are at risk of severe acute malnutrition. Although pockets of food insecurity and malnutrition will likely persist until at least the arrival of harvests in October, overall food security conditions in the region remain stable, according to the USAID-funded Famine Early Warning Systems Network (FEWS NET).

1.Resume

L’environnement social, économique et politique du Niger est resté stable au cours des six premiers mois de l’année 2013. Par contre, les conditions sécuritaires se sont graduellement dégradées avec deux attentats terroristes perpétrés durant le mois de mai contre une garnison militaire et des intérêts français dans le nord du pays (Agadez et Arlit), ainsi que l’évasion, en juin 2013, d’une vingtaine de détenus de la prison civile de Niamey, dont un présumé terroriste très dangereux.

In Syria, the government military continued its offensive on opposition-controlled Qusayr, a strategic city in Homs province connecting the capital to the Mediterranean coast. Humanitarian agencies expressed alarm over the fate of thousands of civilians still trapped in the city. The UN estimates that over 6.8 million people are in need of humanitarian aid in Syria. While an estimated 5 million people are internally displaced, the number of Syrians registered or awaiting registration in host countries has surpassed 1.6 million.

6.8 million people are in need in of humanitarian assistance in Syria and the UNHCR has defined the crisis as the worst humanitarian disaster since the end of the cold war. 4.25 million people are displaced and over 1.3 million people have fled into neighbouring countries. Fierce fighting continues across the country and cross-border shelling into Lebanon has intensified over the last days.

• The European Commission supports Niger in its efforts to improve food security for all Nigeriens and eradicate malnutrition. The country has made significant progress in reducing child deaths and has embraced a policy of free health care for under fives, but immense challenges remain to sustain these advances. At current rates, the population in Niger will continue to double every 20 years, outpacing economic growth as well as agricultural production.

The situation in Syria continues to revolve around insurgents and Government troops bitterly fighting for the control of the main accesses to the capital Damascus. Meanwhile, the conflict has also intensified around other urban centres such as Aleppo, Homs, Deir-ez-Zor and Idleb. As of 7 April, the overall number of Syrian refugees in the neighbouring countries continued to rise, reaching over 1.25 million people, according to the UNHCR.

Highlights

1) As of 18 February 2013, figures released by the UNHCR Level 2 registration indicate 33,776 officially recorded refugees in camps, spontaneous sites and urban areas in Niger. This number does not include the 17,000 refugees in Agando and Chinewaren soon to be relocated from Tillia to Tahoua. Thus, so far maintaining the number of refugees at just over 50,000. Since early February, UNHCR, in collaboration with IOM, is carrying out a logistics-intensive operation to relocate refugees from Banibangou to safer sites further away from the border.

Clashes and violence escalated during the past week in Bangladesh, following the sentencing to death of a senior Islamist leader, marking the bloodiest bout of violence since the country’s independence four decades ago.

Continuous rains have caused floods in Agusan del Sur in the Province of Pampanga in the Philippines. Some 49,073 persons were affected as of 27 February.

Tropical Depression “Crising” made landfall on the southern tip of Davao del Sur, Philippines, on 19 February moving northwest towards southern Palawan and affecting 262,880 people.

The south-west coast of Madagascar was hit by Tropical Cyclone “Haruna” on 22 February as a Category 2 Tropical Cyclone with wind speeds of 154 km/h to 177 km/h and heavy rains. According to OCHA, as of 23 February 7,330 people were displaced and 10 people were killed. Initial assessments indicate severe damage to houses and infrastructure.

Highlights

1) On 13 December 2012, the National Mechanism for the Prevention and Management of Disasters and Food Crises (DNPGCCA) released preliminary data of the vulnerability analysis carried out in September 2012. At least 10 Departments will be moderately at risk of food insecurity with 185 zones at risk covering 3,243 villages with an estimated 2.4 million people.
