Overview
Heavy rainfall (greater than 7.5 mm per hour) is currently expected over Caraga Region (Region XIII), Davao Region (Region XI) and Eastern Visayas (VIII). The weather disturbance is expected to make landfall over the southern part of Davao region and traverse north through Caraga, Eastern Visayas up to Bicol region.
Caraga is particularly vulnerable as these are mountainous areas with river valleys and are susceptible to floods and landslides. The current landfall is forecasted for Caraga Region, Surigao del Sur Province located along the northeastern coast of Mindanao. Situated west is the Diwata Mountain Range, isolating the province from the rest of Mindanao.
Caraga is susceptible to landslides due to its rugged terrain, while the Agusan River Valley (the third largest river basin in the country, with a total drainage area of 11,937 square kilometres and an estimated length of 390 kilometres from its head origin in Compostela Valley) that stretches all the way to Davao, Butuan and Surigao makes the region prone to flash floods. On 20 January, Tropical Depression Amang made landfall over Siargao Island, Surigao del Norte province. As of 21 January, TD Amang was 40 km/h north-northeast of Guiuan, Eastern Samar, and is estimated to bring moderate to heavy rain over the Eastern Visayas and Bicol regions in areas that previously experienced widespread flooding and landslides due to TD Usman that struck in December, causing the loss of over 150 lives. Over 11,000 people have been pre-emptively evacuated in Albay, Camarines Sur, Masbate, Eastern Samar, Agusan del Norte, Dinagat Islands, Surigao del Norte, and Surigao del Sur Provinces, and residents in flood and landslide prone areas have been advised to take precautionary measures. PHILIPPINES
Twenty people were killed and 112 others wounded when two bombs exploded in a cathedral in Jolo,
Sulu in the southern Philippines on 27 January. The blasts, which used improvised explosive devices, occurred as churchgoers were attending mass, with the second exploding as government forces responded to the initial blast. The attack came a week after a plebiscite ratified the Bangsamoro Organic Law that will create a regional government to replace the current Autonomous Region for Muslim Mindanao.

INDONESIA
On 19 January, Mount Agung erupted, spewing lava approximately one kilometre from the crater. The volcano is at level III alert, with a no-go zone established in a radius of four kilometres from the crater. No damage has so far been reported.

At 1:00 PM today, the center of TD “AMANG’ was estimated based on all available data at 80 km North Northeast of Borongan City, Eastern Samar or 120 km East of Catarman, Northern Samar (12.3°N, 125.7°E), moving North at 15 kph with maximum sustained winds of 45 kph near the center and gustiness of up to 60 kph.

Possible raising of Tropical Cyclone Warning Signal #1 (TOWS #1) over northern portions of Eastern Samar and Samar in the next Severe Weather Bulletin. Possible disruption of maritime travel is expected over these areas.

TCWS Number 1 is raised over Eastern Samar, Samar, Biliran, Leyte, Southern Leyte, Eastern Bohol and Northern Cebu, Agusan del Sur, Agusan del Norte, Surigao del Sur, Surigao del Norte, Dinagat Islands and Camiguin.
TD "AMANG" is expected to make landfall over Surigao Del Norte mainland - Siargao Islands tonight.

The Low Pressure Area (LPA) outside the Philippine Area of Responsibility has entered the PAR at 10:00 AM today. At 11:00 AM, 19 January 2019, the LPA was estimated based on all available data at 860 km East of Hinatuan, Surigao del Sur (7.7 °N, 134.1 °E). This weather disturbance has no direct effect on any part of the country at the moment. However, it is still likely to develop into a Tropical Depression (TD) in the next 36 hours.
