Tropical Depression “USMAN” entered the Philippine Area of Responsibility (PAR) on 25 December 2018. It has made landfall in the vicinity of Borongan, Eastern Samar and has weakened into a Low Pressure Area (LPA) on 29 December 2018.

SPRINGFIELD, Mo.Convoy of Hope is responding to flooding and landslides caused in the wake of tropical cyclone Usman. Convoy has been working through local church partners, distributing fortified rice packs to displaced families who are taking shelter at local elementary schools in the towns of Bato and Tiwi in Camarines Sur and Albay provinces, respectively.

PRC escalates preparations at the chapter and National HQ levels and started to deploy ERUs, rapid assessment teams, assets, equipment and personnel to the likely affected areas.

31 December 2018: IFRC allocates 242,368 Swiss francs (CHF) from its Disaster Relief Emergency Fund (DREF) to support the National Society's readiness measures.

Following the earthquake at the end of September 2018, some 133,631 people remain displaced across Central Sulawesi. While thousands more left the province or found refuge with host families, increasing numbers of these people are returning to Central Sulawesi. The Governor of Central Sulawesi has extended the emergency transition to recovery phase in the province until 23 February. The total funding needed for rehabilitation and reconstruction stands at IDR 22.8 trillion (US$1.6 billion).

The Red Cross Red Crescent across the Asia Pacific region and in the Middle East have been helping people prepare for and cope with damaging extreme seasonal-weather – ranging from extreme cold and snow to storms and flash floods.

Most recently the ICRC in Lebanon yesterday tweeted that Storm Norma had left almost 600 Syrian refugee families in Aarsal, in the north-east of the country, one of the worst affected areas, without bread or fuel for heating.

Situation Overview

Communities from southern Luzon and eastern Visayas continue to suffer from the devastating effects of Tropical Depression Usman, which made landfall on 29 December in Borongan, Eastern Samar. Heavy rains triggered multiple landslides and widespread flooding, which buried rice fields, homes and schools. As of 10 January, at least 140 people have died, with 28 missing, mostly due to landslides.

Manila, 10th January 2019 – Following the widespread flooding brought by tropical depression Usman which hit central Philippines in late December, the European Union is allocating EUR 130 000 (PHP 7.836 million) in humanitarian funding to bring life-saving assistance to the most affected families. The aid will directly benefit 15 000 people in some of the most affected areas in Albay and Camarines Sur provinces of Bicol region.
