In the second half of the year, Ethiopia has faced with an unprecedented surge of inter- communal conflict in Gedeo zone (SNNP region) and West Guji zone (Oromia region), which at its height, displaced some 818,000 people.

Overview

The priority funding gaps presented here are intended to inform urgently required funding decisions by donors. The priorities have been reviewed and endorsed by the UN Humanitarian Coordinator a.i, Ethiopia Humanitarian Country Team and the Commissioner of the National Disaster Risk Management Commission (NDRMC). This latest prioritization exercise follows the exercise conducted in May 2018.

Highlights

• The Government and partners have taken several measures to enhance response coordination and to boost response capacity at site level. Two Emergency Operation Centres (EOCs) were established in Dilla Town and in Bule Hora Town.

• The response is currently being rapidly scaled-up with diverted resources from life-saving responses to drought, flood and conflict-displacements elsewhere in the country and new resources allocated.

The multi-sectoral Response Plan targets 818,250 recently displaced people. A total of $117.7m is urgently required, of which approximately $6.99m has already been mobilized by Government and partners, primarily through diverting resources that were originally intended for important response elsewhere in the country.

  • Time period covered: 2-23 May 2018

  • The National Disaster Risk Management Commission (NDRMC) and UN Office for the Coordination of Humanitarian Affairs (OCHA) collaborated in calling DPPB and other woreda officials. In Somali region, also UNICEF, WHO and WFP participated.

  • Hotspot priority 1 woredas and woredas hosting many IDPs were prioritized for inclusion

  • Some woredas remain uncovered because of the telephone network and lack of information with DPPB officials

A joint (UNHCR, WFP and ARRA) annual standardised expanded nutrition survey (SENS) was conducted at Kebribeyah, Awbarre and Sheder camps from 11 to 23 Dec 2017. The three refugee camps are situated in Ethiopia Somali regional state in the Eastern part of Ethiopia.
Jijiga is the capital town of Ethiopia-Somali regional state, eastern part of Ethiopia, which is 635 km from the capital city of Addis Ababa.

EXECUTIVE SUMMARY

• Food Cluster: 8.5 million emergency beneficiaries and 4.5 m ex-public work clients received emergency food commodities.
During the last quarter of 2017, IDPs were also targeted for emergency food distribution. There were delays in food distribution especially in Somali region. One round was dropped and two rounds were carried over to the first quarter of 2018. As a result, out of nine only six rounds of food distribution were completed within 2017.
