East Africa: Armyworm Infestation - Mar 2017Ongoing
As millions of east African farmers seek to recover from a devastating drought, they face a new threat – the fall armyworm. The pest has been recently detected in Kenya and is suspected to have entered the country from Uganda. It is also known to be present in Burundi, Ethiopia and Rwanda. The fall armyworm was first reported in western Kenya by farmers in March 2017, and immediately confirmed by the Kenya Plant Health Inspectorate Service and Kenya Agricultural and Livestock Research Organisation. The initial counties infested were Busia, TransNzoia, Bungoma, Uasin Gishu and Nandi. (FAO, 25 Apr 2017)
As of 23 May, Fall Armyworm has affected more than 143,000 hectares of land in major maize and wheat-producing counties [in Kenya]. [FAO] and the Ministry of Agriculture have adopted a planning response figure of 800,000 hectares, which requires US$33.5 million for pesticides and awareness campaigns in the medium term. US$6.6 million is required for an immediate response. (OCHA, UNCT Kenya, 23 May 2017)
In collaboration with [FAO] and other development partners, the Government of Ethiopia has intensified efforts to protect major maize growing areas from the ravage of the fall armyworm. The fall armyworm, which first arrived in Africa in 2016, was intercepted on a few hectares of irrigated maize fields in southern Ethiopia in the last week of February 2017. It has now covered about 52 962 hectares in 144 districts in three of the major maize-growing regional states – Gambella, Oromia and Southern Nations Nationalities and Peoples’ Region (SNNPR)...The Government of Ethiopia allocated nearly USD 2 million to tackle the problem. [F]all armyworm, which has caused extensive damage to maize crops in southern Africa, has spread to the east and has worsened the situation. In Kenya, the pest has so far affected about 200 000 hectares of crops, and in Uganda more than half the country's 111 districts are affected. (FAO, 14 Jul 2017)

FAO and partners to scale up efforts to reduce the impacts of the pest on smallholders in Eastern Africa
06 December 2018, Kigali¬:— Recognizing the enormity of the challenge the Fall Armyworm poses on smallholder farmers, government representatives and partners stressed the need to bolster a novel community-based approach being promoted in Eastern Africa to assist farmers and development agents at the frontline to identify and manage the spread of the pest.

In the second half of the year, Ethiopia has faced with an unprecedented surge of inter- communal conflict in Gedeo zone (SNNP region) and West Guji zone (Oromia region), which at its height, displaced some 818,000 people.
Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters, such as earthquakes, floods, and storms. In FY 2017, USAID/OFDA continued to respond to urgent needs resulting from disasters and support DRR programs that improve emergency preparedness and response capacity at local, national, and regional levels.
The Cabinet has approved the Public Finance Management (National Drought Emergency Fund) Regulations, 2018. The Regulations are meant to guide the operations of the National Drought Emergency Fund which is to be established for the purpose of improving the effectiveness and efficiency of drought risk management systems in the country as well as to provide a common basket of emergency funds for drought risk management.
The establishment of the NDEF reflects a wider Government policy shift towards drought risk management rather than crisis.
- The pest, which infested an estimated 17,521ha of maize out of over 60,000ha last year during season B was successfully controlled, but experts urge farmers to remain vigilant.
- Minister of Agriculture, Geraldine Mukeshimana said the fall armyworm still poses a threat to farms in parts of the country.
- FAO emphasises the need for farmer education and community action in curbing the spread of the pest.

The application is vital for early detection of Fall Armyworm and guiding best response
14 March 2018, Rome - FAO has launched a mobile application to enable farmers, agricultural workers and other partners at the frontline of the fight against Fall Armyworm in Africa to identify, report the level of infestation, and map the spread of this destructive insect, as well as to describe its natural enemies and the measures that are most effective in managing it.
Given the recurrent nature of climate-driven humanitarian crises in Ethiopia, Government and partners have agreed that a significant shift in approach is required.
FAO launches guide to tackle Fall Armyworm in Africa head-on
16 February 2018, Rome - Faced with the infestation of millions of hectares of maize, most in the hands of smallholder farmers, and the relentless spread of Fall Armyworm (FAW) across most of Africa, the UN Food and Agriculture Organization (FAO) launched today a comprehensive guide on the integrated pest management of the FAW on maize.
Fall Armyworm (Spodoptera frugiperda), FAW, is an insect native to tropical and subtropical regions of the Americas. Its larval stage (photo) feeds on more than 80 plant species, including maize, rice, sorghum, millet, sugarcane, vegetable crops, and cotton. FAW can cause significant yield losses if not well managed. It can have a number of generations per year and the moth can fly up to 100 km per night. Its modality of introduction along with its biological and ecological adaptation across Africa are still speculative.

Summary of the revision made to the Emergency Plan of Action
This update provides an overview on Kenya Red Cross Society actions for the response to date and seek for a timeframe extension for an additional three months until 28 February 2018. The second appeal revision which was done in March 2017 was to increase the budget to 25,062,572 Swiss Francs and target beneficiaries to 1,033,300. The emergency appeal is currently 26 percent funded (CHF 6,453,908).

Southern African countries have agreed on a multi-pronged plan to increase surveillance and research to contain the fall army worm, which has cut forecast regional maize harvests by up to ten percent, according to a senior U.N. Food and Agriculture Organisation (FAO) official.
Summary of major revisions made to the Emergency Plan of Action
This update provides an overview on Kenya Red Cross Society actions for the first 6 months of response.
The Emergency Appeal has been revised twice. The first revision was as a result of the increased scope of drought increasing the appeal budget from 3.8 million Swiss Francs to 9.1 million Swiss Francs to support 340,786 people, an increase from 114,620 people.
I. EXECUTIVE SUMMARY
Fall Armyworm (Spodoptera frugiperda), FAW, is a moth native to tropical and subtropical regions of the Americas, whose larva (photo) causes damage to crops. It mainly affects maize, with potential hosts from 26 plant families. Significant yield loss can be caused by FAW, if not well managed. FAW has several generations per year and the moth can fly up to 100 km per night.
Fall Armyworm (Spodoptera frugiperda), FAW, is an insect pest that feeds on more than 80 crop species, causing damage to economically important cultivated cereals such as maize, rice, sorghum, and also to legumes as well as vegetable crops and cotton.
Below-average rainfall was received in March and April, but heavy rainfall was recorded in early May.
An outbreak of Fall Army Worm may greatly affect maize harvests.
A mid-season food security assessment is in progress.
The Government and WFP are working to respond to drought, with the Government providing the funding for cash transfers and WFP providing technical assistance.
National social protection systems are responding to some of the needs of drought-affected people.
