The Sphere Handbook is a tool for improving humanitarian response. It's a living document which is most widely recognized and used by the I/NGOs, United Nations agencies and different actors involved in humanitarian response. The first edition of the Handbook was published in year 2000 and the revised edition was in 2004.
The Royal Norwegian Embassy in New Delhi (the Embassy) has requested the assistance from Norad to undertake a Review of the Embassy's portfolio to identify possible ways and means of addressing/integrating appropriate climate change and environmental concerns in existing programs and projects supported by Norway. The Review was commissioned in response to the increased priority given to climate change and environment in Norwegian development cooperation policy.

New Delhi_(dpa) _ The death toll in the tornado that caused devastation in villages across India's eastern coastal state of Orissa rose to 14 Wednesday, officials said, adding that nearly 4,000 people were rendered homeless.
Nearly 200 people sustained injuries in Tuesday night's storm, which struck 11 villages in the Kendrapara region, about 80 kilometres north-east of the state capital, Bhubaneshwar.
The police said the toll might rise further because two villagers were in serious condition at hospital.

NEW DELHI, April 1 (Xinhua) -- At least 15 people were killed and more than 150 injured when a tornado struck the eastern Indian state of Orissa Tuesday night, said police on Wednesday.
The tornado left trails of devastation in the Kendrapara district of Orissa, where 11 villages were severely hit by the furious storm which pulled down more than 300 houses, toppled electric poles and uprooted trees, said police.
The injured included elderly and children and at least 25 of them were in serious conditions and being treated in hospital, said police.
