EXECUTIVE SUMMARY

During the 10th replenishment of the Asian Development Fund (ADF XI), the Asian Development Bank (ADB) and ADF donors agreed to pilot the Disaster Response Facility (DRF) in the ADF XI period, 2013–2016. ADB will report on the implementation progress of the DRF at the ADF XI midterm review, and discuss the future of the DRF with the ADB Board of Directors and ADF donors at the ADF XII negotiations.

Introduction

On December 26, 2004, millions of people from Southeast Asia to East Africa experienced one of the worst natural disasters in modern history. In a matter of minutes, the tsunami killed more than 230,000 people, and millions more watched as their homes, shops, boats, places of worship and schools disappeared into an inconceivably powerful wave.

The magnitude of destruction caused by the Indian Ocean Tsunami resulted in an unprecedented outpouring of generosity from donors worldwide.

This appeal seeks CHF 5,413,3331 to fund programmes and activities to be implemented in 2006 and 2007. These programmes are aligned with the International Federation's Global Agenda, which sets out four broad goals to meet the Federation's mission to "improve the lives of vulnerable people by mobilizing the power of humanity".

Global Agenda Goals:

1. Reduce the numbers of deaths, injuries and impact from disasters.

2. Reduce the number of deaths, illnesses and impact from diseases and public health emergencies.

AFRICA: In eastern Africa, heavy rains and floods have caused loss of life and destroyed crops and infrastructure in several countries. However, prospects for current crops have improved. In southern Africa, cereal import requirements in 2005/06 (excluding South Africa) are estimated about 30 percent higher than last year due to substantially reduced harvests in Malawi, Zambia and Zimbabwe. South Africa, on the other hand, is estimated to have more than enough exportable surplus of maize to meet the import needs of the subregion.

Dhaka (dpa) - A tropical storm sweeping through central Bangladesh has left 11 people dead and about 10,000 homeless, local officials said Thursday.

Rescue workers said at least 100 people were also injured in three central districts struck by the overnight storm, which was followed by heavy rain.

At least 500 rural homes were blown away while rice crops on thousands of hectares were destroyed by the winds, said Natore district administrator Aminul Islam.

Seven people were killed in Natore, the worst hit among the three districts.

Hailstorms followed by a violent tornado left 55 people dead in Bangladesh's northern districts of Gaibanda and Rangpur on 20th March. Severe weather in other parts of Bangladesh raised the death toll to 83.

Many people are still living in the open without shelter, food, sanitation, household possessions, and with few clothes. Officials estimate that upwards of 25,000 people have been made homeless by the extreme weather.

Thousands of homes were wiped out across a 3 to 5km stretch of land, along with 200 shops and 60 acres of rice and wheat crops.
