Guide for policy makers
This report provides an overview of alternatives to immigration detention in Africa. Drawing from examples in 32 African countries, the report highlights some of the measures in place that contribute to the effective and humane governance of migration, while avoiding the use of unnecessary immigration detention.

In South Sudan, IOM, Partners Vaccination Campaigns Reach over 144,000 People in March
During March IOM and partners vaccinated over 144,000 people. In Malakal and Wau nearly 60,400 people received oral cholera vaccine, whilst in Aweil East, 83,700 children were reached with measles vaccination.
Children are extremely vulnerable to outbreaks of measles and other contagious diseases, particularly in areas such as Aweil East where health conditions are further compromised by severe food insecurity and poor living conditions.

2016 was a challenging year for human rights and democracy, with a shrinking space for civil society and complex humanitarian and political crises emerging. In this context, the European Union showed leadership and remained strongly committed to promote and protect human rights and democracy across the world.

Update on UNHCR’s operations in Africa
A. Situational analysis including new developments
New Analysis from Leading Humanitarian, Development and Global Health Organizations Calculates the Devastating Human Costs of Cuts to Foreign Assistance
• Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters such as earthquakes, floods, and storms. In FY 2016, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at local, national, and regional levels.
Hunger is not inevitable As 2016 comes to an end, almost 130-million people are in need of humanitarian assistance. Throughout the year, natural hazards, conflict and protracted crises have placed a particularly heavy burden on the poor, who are often extremely vulnerable to shocks. Across 22-affected areas, 70-million people are currently in Integrated Food Security Phase Classification (IPC) Phase 3 or above.
While the 2015-2016 El Niño weather event is now over, humanitarian needs continue to grow, and are not expected to peak until early 2017 as food security continues to deteriorate in many regions. WFP, working closely with partners on the ground, is rapidly scaling up life-saving operations for communities reeling from the catastrophic effects of El Niño.
Education is a basic human right, enshrined in both the 1951 Convention relating to the Status of Refugees and the 1989 Convention on the Rights of the Child. And during times of displacement, education plays an additional, crucial role in fostering social cohesion, addressing psychosocial needs, and providing a safe and stable environment for those who need it most.
The humanitarian impact of the 2015-2016 El Niño remains deeply alarming, now affecting over 60 million people. Central America, East Africa (particularly Ethiopia), the Pacific and Southern Africa remain the most affected regions. The El Niño phenomenon is now in decline, but projections indicate the situation will worsen throughout at least the end of the year, with food insecurity caused primarily by drought not likely to peak before December. Therefore, the humanitarian impacts will last well into 2017 .

The report summarises DFID’s evaluation activities in 2015 and highlights progress against the Evaluation Strategy.
The 2015-2016 El Niño has passed its peak but it remains strong and will continue to influence the global climate. It is expected to weaken in the coming months and fade away during the second quarter of 2016. The World Meteorological Organization states that models indicate a return to an El Niño neutral state during the second quarter of 2016. Meanwhile, strong El Niño conditions are quite likely through March-April. It is too early to predict if there will then be a swing to La Niña (the opposite of El Niño).
