Summary of WFP Assistance: WFP’s Country Programme seeks to 1) improve safety nets by providing in-kind food and technical assistance to enhance government programmes and advocacy to help scale up nutritional support for all Zambians, with particular attention to nutritionally vulnerable groups; 2) improve the government’s preparedness to respond to and mitigate disasters as a way of reducing vulnerability and preserving livelihoods; and 3) expand market opportunities for smallholder farmers by leveraging local food procurement for social protection programmes.

The Feed the Future Innovation Lab for Food Security Policy recently released its annual report covering research and activities progress over the past year. The overall goal of the FSP program is to promote inclusive agricultural productivity growth, improved nutritional outcomes, and enhanced livelihood resilience for men and women through improved policy environments. The goal will be achieved by fostering credible, inclusive, transparent and sustainable policy processes at country and regional levels and filling critical policy evidence gaps.

  • Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters such as earthquakes, floods, and storms. In FY 2015, as in previous years, USAID/OFDA not only responded to urgent needs resulting from disasters, but also supported DRR programs that built resilience and improved emergency preparedness, mitigation, and response capacity at the local, national, and regional levels.

Highlights

  • A total of 232,914 Burundian refugees and asylum-seekers have arrived in the neighbouring countries of the Democratic Republic of the Congo (DRC), the United Republic of Tanzania, Rwanda, as well as Uganda and Zambia since April 2015.

  • The human rights situation remains worrying. The number of arbitrary arrests is on the rise since 11 December 2015, when attackers launched coordinated assaults on several military installations in Bujumbura.

Dryness persists in southern Africa and Kenya despite recent heavy rainfall

Drought conditions have affected many countries in southern Africa, including Angola, South Africa, Botswana, Zambia, Zimbabwe, Lesotho, Swaziland, and Mozambique due to the delayed start of season and erratic distribution of rainfall. Exacerbated by a poor performance during the previous season, the deficient rain has already significantly reduced water availability, leading to livestock deaths and poor ground conditions over many areas.

Situation Overview

Abnormal rainfall patterns contributed to a spike in food insecurity in the region, which is currently affecting more than 28.5M people. This figure includes Angola (where the figures are yet to be confirmed), Madagascar (where 1,893,398 people are classified as food insecure, of which 459,319 people are severely so). These severe food insecurity conditions are likely to be exacerbated by the current El Niño which is predicted to continue and strengthen in 2015/2016.
