The Fragile States Index, produced by The Fund for Peace, is a critical tool in highlighting not only the normal pressures that all states experience, but also in identifying when those pressures are pushing a state towards the brink of failure. By highlighting pertinent issues in weak and failing states, The Fragile States Index—and the social science framework and software application upon which it is built—makes political risk assessment and early warning of conflict accessible to policy-makers and the public at large.

The continuous contemporary news cycle alerts us daily to the mass violence and destruction carried out by radical and extreme violent insurgent groups, and the far reaching flow on effects. Groups such as the self-proclaimed Islamic State (ISIS) in the Middle East, Boko Haram in West Africa, and al-Shabab in East Africa, and al-Qaeda in both continents, have resounding impacts, both regionally and internationally. The violence perpetrated by these groups is spilling across borders in Africa and the Middle East, causing a migration crisis not seen in scale since the end of World War Two.

As much as the 2014 Fragile States Index is significant for being the tenth anniversary of the Index (and for being the first to be named “Fragile States Index” rather than “Failed States Index”), it is especially notable for the change at the top: after six years in the number one position, Somalia has finally been overtaken, leaving South Sudan as the most fragile state in the world.

As the conflicts of the past two decades have demonstrated, the days of traditional peacekeeping operations are over. Recent wars, most of which have been internal conflicts in weak and failing states, have become increasingly violent and have claimed the lives of hundreds of thousands of civilians across the globe. While there have been some effective peace enforcement missions of note, the United Nations has often found itself under-prepared and out-maneuvered, operating from a reactionary position rather than an anticipatory one.
