This paper provides a range of NGO perspectives on the theme of this year’s Dialogue, “Protecting and assisting refugees and other forcibly displaced persons in urban settings: engaging with cities”. Drawing from NGOs’ experiences of working directly with affected populations in urban contexts, it provides an overview of the challenges faced by people displaced in cities. It also provides a set of targeted recommendations for city governments and local authorities, humanitarian actors and the private sector.

Independent research carried out for ICVA in the summer of 2018 sought to identify civil society needs in this area and help define the potential role of ICVA in helping and supporting its membership to navigate, protect and expand civil society space.

This year, we’ve returned to that original mandate of Putting People First.

Feeling the heat Conversations about weather are no longer small talk.

Intense heatwaves across much of the Northern hemisphere with record temperatures from Algeria to the Artic are a reminder of the need to keep the Paris Agreement’s temperature limit to 1,5 °C to avoid the worst impacts of climate change.

Tropical regions are facing even greater challenges. They are the most affected. Drought and extreme heat conditions will intensify with increasing warming.

The Annual Consultations between UNHCR and NGOs represent the largest global opportunity for NGOs to exchange views on forced displacement with UNHCR and peers. Held in Geneva from 27-29 June, the 2018 meeting included 523 participants from 287 organisations and 88 countries.

Narrow the gap

It was very important to unite during the UNHCR­NGO Annual Consultations in June around a common resolve to ‘put people first’. At the same time, it is a telling reminder of the gap that exists between our words and deeds. After all, putting people first should be an obvious starting point of humanitarian action. Let’s make sure we take forward the result of these consultations to ensure ‘Putting People First’ becomes the unquestionable cornerstone of our joint actions.

Putting People First – “being and becoming” Our humanitarian community agrees that “change in the humanitarian system must place people and communities at the heart of response, and empower them to lead and shape emergency response”. “Putting People First” is the theme of the 2018 UNHCR Annual Consultations with NGOs.

Many of ICVA’s members have shown interest in better understanding the World Bank’s evolving role in humanitarian settings.

This briefing paper is one of ICVA’s initiatives to improve NGO understanding of the World Bank. It looks specifically at the World Bank’s work in refugee contexts. The World Bank’s broader role in fragility and conflict could be explored in more detail at a later stage.

The paper is based on a review of documents, stakeholder interviews and a workshop held in December 2017.
