Introduction

The Pacific Humanitarian Team (PHT) consists of humanitarian organizations working in the Pacific with the expertise and resources to support disaster preparedness and response in the region. The PHT members include the UN agencies, NGOs, the International Federation of Red Cross and Red Crescent Societies (IFRC) and other humanitarian agencies with the capacity to respond to disasters in accordance with the PHT Code of Conduct. The PHT plans and coordinates its work through three main structures, which include:

THE UN VOLUNTARY FUND FOR VICTIMS OF TORTURE

Individuals – women, men and children – are at the heart of the work of this unique United Nations Trust Fund. It was established by the General Assembly in 1981 when the world was faced with the plight of thousands of victims of torture from Chile and Argentina, and today provides direct assistance to over 50,000 victims of torture and their families in all regions of the world yearly. This can be in the form of psychological, medical, legal, social or financial aid.

This Annual Report offers an overview of a truly momentous year for human rights. The highlight was the historic inauguration, in June, of the Human Rights Council, the new intergovernmental body created to replace the Commission on Human Rights. Since its inception, the Council has been engaged in institution-building while tackling some of the human rights crises that erupted or intensified over the second part of 2006.

This eliminated the need for multiple, and often similar, tailor-made reports to individual donors.
