The threat of mass killing, genocide and other violence is rising in countries where governments are resorting to repressive measures to suffocate dissent, according to new data analysis by Minority Rights Group International (MRG) and the Ceasefire Centre for Civilian Rights.

On Thursday 17 May, EU Heads of State are meeting their counterparts from the Western Balkans (Albania, Bosnia and Herzegovina, Serbia, Montenegro, the former Yugoslav Republic of Macedonia and Kosovo) to discuss cooperation in several areas, including migration and security. Following increased arrivals of refugees and migrants to both the Western Balkans and the EU, the issue of border control has gained prominence, resulting in more investments and cooperation agreements between the EU and Western Balkan countries.

In Buddhist Myanmar, Muslim Rohingya are denied citizenship. They face extreme violence, hate speech and persecution. Many have been forced to flee their homes. In 1982, Myanmar changed the law, so that nationality was acquired at birth only by members of 135 listed ethnic groups. Rohingya were excluded from this list.

Minority Rights Group International (MRG) is extremely concerned by the ongoing violence between state security forces and the PKK in Turkey, urges an immediate resolution to the crisis, and a resumption of the peace process.

‘Both sides in the conflict need to declare a ceasefire before many more people lose their lives. The Turkish government must also turn the current dialogue with the PKK into official negotiations, with a view to resuming the peace process, and preserving a ceasefire,’ says Nurcan Kaya, MRG’s Turkey Project Coordinator.

The 2015 release of the Peoples under Threat index marks the 10th year that Peoples under Threat has sought to identify those communities around the world that are most at risk of genocide, mass political killing or systematic violent repression.

A number of the countries which rose most sharply in the index last year, including Syria,
Yemen and Ukraine, saw escalating violence over the course of 2014–15 and the killing, in total, of tens of thousands of civilians.

Risks have climbed in the Democratic Republic of Congo, South Sudan, Central African Republic (CAR), Mali and Guinea Bissau, as recorded in Peoples under Threat, which identifies communities facing the greatest risk of genocide, mass killing or systematic violent repression.
