Introduction

Over the last five years, the CDAC Network has contributed to huge progress in raising the profile of Communication with Communities (CwC) to a globally-recognised issue of policy and practice. It has a membership of unique breadth with a ‘collaborative, participatory way of working’ and a ‘community... of agencies who knew each other less well just 10 years ago’.2 Sustained commitment by individuals continues to break new ground in collaborations and good practice.

In a sudden-onset emergency, epidemic or refugee crisis, information may be the first form of aid that makes a difference. People facing extreme threat from a natural disaster, helping newcomers forced to flee their homes or treating loved ones will be searching for information they can use while responders will be thirsty for information from those affected to make their actions more appropriate, relevant and timely.

UNICEF, OCHA, IFRC, and other partners, under the auspices of CDAC Network, have established the Communication and Community Engagement Initiative. It aims to organise a collective service to address the need for a more systematic and coordinated approach to communications and community engagement with affected people.

At Mobile World Congress 2015 in Barcelona, many sessions were held relating to mobile for development (m4d) and ICT for development (ICT4D), as well as those focussing on the Humanitarian Connectivity Charter. In this blog post John Warnes, Technology Officer at the CDAC Network Secretariat, explores how some of the topics discussed in a session on addressing the digital divide and connecting the next billion could potentially impact future work on communicating with disaster affected communities.

Fanning the Flame: The CDAC Network – A Movement for Change (2009 – 2014) charts the story of the CDAC Network to date, from the now infamous ‘pub meeting’ in New York in 2009 to the Network’s first Members’ Council in May 2014. It tells the story of the Network’s formative years; a time of forming and storming as the diverse Membership set about building a movement for fundamental change in the way the humanitarian sector operates.

This exercise has been designed to help people discuss the importance of access to information and two-way communication in a response. It includes facilitator notes to guide the main talking points which include the importance of information as aid. This exercise was piloted during the CDAC Network Foundation Pilot Training in November 2014 with participants from a range of geographic and professional backgrounds.

We hope it helps you start the #commisaid conversation with your colleagues. It’s designed to be low-tech - all you need is a piece of paper and a pair of scissors.

Media Station Profile Questionnaire

Three of the Media Development agencies (MDAs) of the CDAC Network - BBC Media Action, International Media Support (IMS) and Internews - have come together to develop a suite of common tools for conducting communication needs assessments following a disaster. These are based on questionnaires used by Internews in its information needs assessments.

Refreshed CDAC Network website launches with a new look and expanded #commisaid resources

LONDON, UK – The Communicating with Disaster Affected Communities (CDAC) Network launched its new website on Tuesday, featuring tools and resources for aid workers, a message library for humanitarian emergencies, an information exchange, and a brand new learning centre.

The new website was developed in partnership with Thomson Reuters Foundation, a founding member of the CDAC Network, and was made possible with a grant from the UK’s Department for International Development (DFID).

These include medical personnel, protection experts, water and sanitation engineers, camp management logisticians, food security specialists and many other highly trained people. However, if communication professionals are ever deployed, they often only have a public relations mandate.
