Executive summary

This evaluation provides an independent assessment of the European Commission's Directorate-General for European Civil Protection and Humanitarian Aid Operations’ (DG ECHO’s) interventions in the humanitarian health sector during the period 2014 to 2016. The evaluation, launched by DG ECHO in November 2016, was carried out by ICF Consulting Services Ltd, with specialist inputs from humanitarian aid and health experts.

Since the onset of the current phase of the South Sudan conflict in December 2013, nearly 3 million people have been displaced. Two million people have fled to neighbouring countries, and another 1.9 million others remain internally displaced. The ongoing conflict in South Sudan, combined with increasing food insecurity, as well as economic crisis, are contributing to heightened protection risks for children.

In East Africa, DEC aid agencies are working around the clock to respond to the deepening crisis caused by ongoing conflict and drought. While lives are being saved, the number of those in need of humanitarian assistance is increasing due the severity of the crisis – from 22 million people across South Sudan, Somalia, Kenya and Ethiopia three months ago when the DEC appeal launched to 23 million today.

The “unsung contribution” of personnel serving in the UN peacekeeping mission in South Sudan (UNMISS) has been praised by the mission head, David Shearer on the International Day of UN Peacekeepers, observed annually on May 29.

Speaking at a commemorative ceremony at UN House in Juba on Monday, Mr Shearer, who is also the United Nations Special Representative of the SecretaryGeneral for South Sudan, paid tribute to the men and women of UNMISS. He underscored his expectations that peacekeepers must act in a way that is “robust, calm and appropriate.”
