This report contains findings of IOM’s Displacement Tracking Matrix (DTM) Flow Monitoring Surveys (FMS) conducted between 11 December 2017 and 11 February 2018 by IOM field staff in provinces of Edirne, İzmir, Kocaeli, Konya, Bursa, Bilecik, Burdur, Çorum, Eskişehir, Samsun, Mersin, Gaziantep, Şanlıurfa, Van.

The survey gathers information about migrants’ profiles, including age, gender, areas of origin, levels of education and employment status before migration, key transit points on their route, cost of the journey, reasons for moving and intentions.

The European Court of Auditors is conducting an audit of the Facility for Refugees in Turkey.
The Facility was established on 1 January 2016 following a call from the European Council for significant additional funding to support refugees in Turkey. It has a budget of €3 billion, made up of €1 billion from the EU budget and €2 billion from the Member States. The auditors will examine whether the Facility is providing effective support. They have also published a Background Paper on the Facility as a source of information for those interested in the subject.

The Commission announced additional humanitarian aid for two major projects through the EU Facility for Refugees in Turkey, that both work by providing monthly transfers via debit card.

The Emergency Social Safety Net (ESSN) which is implemented by the World Food Programme will receive €650 million. A further €50 million will boost the Conditional Cash Transfer for Education (CCTE) project implemented by UNICEF.

ANKARA – The number of refugees in Turkey receiving monthly cash assistance through an innovative relief programme has now reached more than 850,000 and continues to rise. The EU-funded Emergency Social Safety Net (ESSN) supports the most vulnerable refugee families in Turkey with a debit card to cover basic needs such as food, rent, medicine and clothes.

· The number of refugees in Turkey has reached over 3 million people, making Turkey the host country with the largest refugee population in the world.

· About 90% of Syrian refugees in Turkey remain outside of camp settings with limited access to basic services. The European Commission is providing humanitarian assistance to vulnerable refugees, particularly to those living outside of camps.

  • The 5th meeting of the Steering Committee for the Facility for Regugees in Turkey took place on Thursday, 12 January in Brussels. The Steering Committee is chaired by the European Commission (DG NEAR and DG ECHO) and gathers the 28 Member States representatives as well as Turkey in an advisory capacity. The Steering Committee ensures the coordination, complementarity and efficiency of the EU assistance. It provides strategic guidance on priorities for funding, the amounts to be allocated and the financial instruments to be used.

Turkey hosts some 3 million refugees, the majority of whom are from Syria. The vast majority of the refugees and un-documented migrants do not live in camps but in villages and cities throughout Turkey. Officially they have access to Turkish health facilities and education, but many refugees are living in impoverished conditions. The European Union has been addressing the many needs of refugees in Turkey through a number of humanitarian aid projects.

Today in Ankara, Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides has launched the EU's flagship humanitarian aid programme, which is set to provide a monthly electronic cash grant to benefit 1 million refugees in Turkey. The Emergency Social Safety Net (ESSN) aid project has an initial budget of €348 million and will be implemented by the World Food Programme (WFP) and the Turkish Red Crescent (Kizilay), in close collaboration with the Turkish Ministry of Family and Social Policy and the Disaster and Emergency Management Presidency (AFAD).
