A. Situation analysis

Description of the disaster

On 13 July an offshore platform near the Tunisian coast received a rescue signal from migrants in the sea nearby. Immediately, an emergency vessel was dispatched to investigate and found 40 migrants from different nationalities on a small boat. Some migrants were rescued from the water, and others from their vessel. With no feedback nor action from potential host authorities, and given the worsening weather situation, the migrants were moved to a Tunisianflagged offshore supply ship.

On 3 June, a boat packed with over 180 migrants sank off the Tunisian coast, near the island of Kerkennah, causing the tragic death of at least 100 persons. The accident probably represents Tunisia’s deadliest migrant shipwreck and brings again to the fore the upsurge of irregular migration from the country – also known as el-harga in Tunisian.

With the exception of the massive irregular influx into Europe of more than 28,000 Tunisians at the wake of the revolution, Tunisian arrivals in Italy decreased substantially between 2012 and 2016 as border controls were restored.

UNHCR, the UN Refugee Agency, is deeply saddened at this latest tragedy in the Mediterranean Sea and is concerned about the high number of people dying on the Central Mediterranean route with over 700 dead or missing so far in 2018.

Many of these patients arrive after a perilous journey through Libya, where migrants are often kidnapped, tortured, and held for ransom. In Sfax, MSF mainly sees patients from sub-Saharan Africa, among them undocumented migrants, victims of human trafficking, and other vulnerable people.
