PHILIPPINES

On 12 April, a 6.0 magnitude earthquake struck in Lanao del Sur province (Mindanao) affecting about 2,800 people in the town of Wao. No casualties have been reported. To date, 652 houses were damaged.

Regional disaster management authorities have augmented local relief efforts and continue to closely coordinate with municipal authorities.

In response to Typhoon Koppu that hit the Philippines on 18 October 2015, the European Commission is providing €124 000 in humanitarian funding to assist the most affected populations.

This funding will support the Philippines Red Cross in delivering much needed relief assistance.

The humanitarian aid will directly benefit 2 500 families who will receive food, emergency shelter material such as tarpaulins, blankets and sleeping mats. The action will also provide safe drinking water, water containers, mosquito nets and hygiene items.

In the last five years there has been a growing trend towards the use of cash transfer programming (CTP) as a response modality in emergencies across the humanitarian sector. The fungibility of cash, when provided without restrictions, offers increased choice for affected populations to meet cross-sectoral needs according to their priorities. There is consequently a growing interest in the mainstreaming of cash transfers in response, recovery and rehabilitation and in the potential of so called multi-purpose cash grants within some international non-governmental organisations and donors.

The Philippines is known to be highly vulnerable to natural hazards. The country is ranked third out of 173 countries in terms of vulnerability to disaster risks and is considered as among the most vulnerable to climate change impacts. The Philippines is geographically located in the Pacific Ring of Fire, characterized by an ocean encircling belt of active volcanoes and earthquake generators. It is also along the path of turbulent typhoons, resulting in an average of about 20 crossing the Philippine area of responsibility annually.

This technical note assesses the logic and scope of composite measures (also called prioritisation matrices), which are increasingly used in crisis assessments. The document reviews four indices developed in the first weeks following the landfall of Typhoon Yolanda in Philippines. It focuses primarily on the emphases of the indices, the mechanics of combining indicators, and the statistical distributions of the final impact scores. The study proposes alternative formulations for composite measures, and makes recommendations on how to improve the process in future rapid assessments.
