The UN Refugee Agency has been working in Ukraine since 1994 and established a country office the following year. A host country agreement was signed in September 1996.

Ukraine acceded to the 1951 Convention relating to the status of refugees and the 1967 Protocol in 2002. A 2011 law regulates the treatment of refugees and other persons of concern in Ukraine.

In 2013, Ukraine acceded to the two UN Conventions relating to the status of stateless persons (1954) and on the reduction of statelessness (1961).

Sea arrivals peaked this month with 4,000 people. Land arrivals through Evros also increased to 1,400. Some mainland camps are overcrowded while the situation is worse in islands’ reception centres, especially those of Samos and Lesvos. The dire conditions can have serious consequences for asylumseekers’ health, safety and protection, especially for children and other vulnerable people. The Government partners increased accommodation in the mainland and transferred more people from the islands with UNHCR’s support.

Overview and developments

Between 1 January and 30 September 2018, 20,948 refugees and migrants arrived in Italy by sea, an 80 per cent decrease compared to sea arrivals in the same period last year (105,418). In September 2018, just under 950 refugees and migrants reached Italian shores, an 85 per cent reduction compared to 6,291 sea arrivals in September 2017. Monthly sea arrivals numbers in September 2018 were the lowest since February 2013.

KEY MESSAGES

  • International prices of wheat fell in September, pressured by stronger export competition. Prices of maize also declined, reflecting expectations of a large crop in the United States of America. Export prices of rice generally declined.

  • In East Africa, prices of grains remained at levels well below those a year earlier, with the notable exceptions of the Sudan and South Sudan, due to the depreciation of the local currencies and high production and transport costs.

Even today, around 2.6 million men, women and especially children continue to die every year from diseases caused by unsafe water and an unsanitary environment.
This horrific figure is due to a little-known fact: in 2018, one third of the world’s population is still drinking water that can endanger their health. 2.6 billion people still lack adequate sanitation facilities.
