EU parliament president proposes new scheme for responsibility sharing

INTRODUCTION

UNHCR has long upheld age, gender and diversity (AGD) mainstreaming as an essential approach to understand and respond to the needs of all persons of concern. UNHCR makes considerable efforts in Europe to integrate AGD considerations both in operational planning, programme implementation and while engaging with governments in protection, advocacy and legal interventions. This report highlights a range of initiatives across the region in 2017 and 2018 to illustrate this.

Overview

During the first nine months of 2018, just under 25,100 refugees were submitted by UNHCR for resettlement' to 19 countries in Europe.2 This is 24% less than the same period in 2017, but already two-thirds more than the average rate of 15,400 submissions per year during the previous 10 years.

• New legal provisions double the maximum length of immigration detention to 90 days and allow for the re-detention of people shortly after being released from a previous stay in detention.

• The new provisions fail to prohibit the detention of accompanied children, contrary to recommendations from national and international human rights bodies.

• A new asylum law adopted in 2018 lacks important safeguards for people seeking protection, which observers fear could lead to widespread detention of asylum seekers.

The majority of surveyed migrants indicated their intention to travel to Algeria and Libya, while 35% intended to travel to Europe, particularly to Italy and Spain

Le HCR, l’Agence des Nations Unies pour les réfugiés, se félicite de la décision de Malte d’autoriser le débarquement, depuis le navire ONG Aquarius, de 58 personnes secourues en mer, ce qui met fin à leur calvaire après plusieurs jours en mer. Nous sommes également reconnaissants envers la France, l’Allemagne, le Portugal et l’Espagne qui ont offert d’accueillir ces personnes depuis Malte.

UNHCR, the UN Refugee Agency, is grateful to Malta for its decision to allow 58 rescued people from the NGO ship Aquarius to be disembarked, ending their ordeal after days at sea. We are also grateful to France, Germany, Portugal and Spain who have offered to receive these people from Malta.

In October, Bolivia assumes the presidency of the Council. Early in the month a Council visiting mission to the DRC is planned, focused on the upcoming elections. Following the return of the Council delegation, there will be a briefing to the Council by the trip co-leads (Bolivia, Equatorial Guinea and France). Special Representative of the Secretary-General Leila Zerrougui is also scheduled to brief on the activities of the UN mission in the DRC.
