Overview

The Early Warning Early Action initiative has been developed with the understanding that disaster losses and emergency response costs can be drastically reduced by using early warning analysis to act before a crisis escalates into an emergency. Early actions strengthen the resilience of at-risk populations, mitigate the impact of disasters and help communities, governments and national and international humanitarian agencies to respond more effectively and efficiently.

(New York, 1 October 2018): The Emergency Relief Coordinator (ERC) has finalised allocations totalling $80 million from the Central Emergency Response Fund (CERF) for humanitarian response to some of the UN's least well-funded 2018 response plans across Africa, Asia, and the Middle East. The decision confirms provisional allocations the ERC made earlier in the year. The funds will sustain and scale up aid operations across 9 countries, providing support to approximately 2.8 million people displaced by internal or international conflict or suffering from food security or health crises.

Internal conflicts have escalated, fuelled by regional and global rivalries.

Crises have intensified, driven by poverty, exclusion and the growing impact of climate change.

How children have become frontline targets in armed conflicts.

From widespread killing, maiming, abduction and sexual violence to recruitment into armed groups and strikes on schools and hospitals, as well as essential water facilities – children living in conflict zones around the world continue to come under attack at a shocking scale.

Today, one in four children live in a country affected by conflict or disaster, and 2017 saw a large increase in the number of documented violations against children in these areas.

Our analysis shows that millions of ‘people caught in crisis’ - people living in conflict, and/or who are displaced within their own countries or across borders – are in fact being left behind. Failure to take action now means that the Sustainable Development Goals (SDGs) will not be met, undermining the credibility of the international community and leaving millions to die unnecessarily.
