HIGHLIGHTS

According to the compilation of available data from national authorities and IOM offices, a total of 87,776 migrants and refugees arrived in Europe between January and August 2018. Estimated 79 per cent of the overall population crossed the Mediterranean Sea (69,614), mainly using the Western Mediterranean route which leads to Spain where 33,912 new arrivals were registered between January and August 2018.

An array of response measures, ranging from coordinated enhancement of border-controls by the most affected countries to policy actions supported by the EU, introduced at the end of 2015 and maintained throughout 2016 and 2017, contributed to a marked reduction in the volume of the non-regional migration flow observed in the Western Balkans.

Key Findings
- Overall, the number of illegal border-crossings by non-regional migrants recorded at the green borders in Q1 2018 was slightly below the values of both Q1 and Q4 2017, in spite of seasonality; Indications that migrants are searching for alternative routing to bypass the enhanced controls on the main Serbia-centred corridor, continued being observed into Q1 2018.
- Lower pressure reported at Serbia’s northern common borders with Croatia, Hungary and Romania.
- Continued increase in migration pressure along the Albania.

The number of unaccompanied and separated migrant children is constantly rising on the new Balkan route and they are highly exposed to dangers such as trafficking or exploitation. Terre des hommes’ (Tdh) Children and Youth in Migration Programme has been exploring the situation of children who are victims or at risk of trafficking in human beings along this migration corridor to find solutions to protect them.

The relocation scheme established by Council Decisions 2015/1523 and 2015/1601 (“Relocation Decisions”) to assist Italy and Greece over a two-year period from September 2015 has sparked heated debates at the EU level. Even though the Relocation Decisions formally expired on 26 September 2017, their effects continue to live on in the ongoing processing of pending relocation cases. At the same time, the relocation of asylum seekers has been at the heart of animated discussions on the reform of the Dublin system and sharing of protection responsibility between EU Member States.

HIGHLIGHTS

DTM flow monitoring data compiled from national authorities and IOM offices show that the number of arrivals through Mediterranean routes between January and March 2018 is half the number of arrivals in the same period in 2017. In the first quarter of 2018 a total of 1,956 migrants and asylum seekers arrived in Europe using different land and sea routes, in comparison to 34,531 registered in the first quarter of 2017. As previously reported, the decrease is mainly due to the drop in arrivals in Italy.

Some 33,000 children arrived in Greece, Italy, Bulgaria and Spain in 2017. Although this is an almost 70% decrease compared to 2016, in 2017 the proportion of children arriving unaccompanied or separated (UASC) has increased by 31%

Some 20,000 unaccompanied and separated children arrived in Europe in 2017. 4 in every 5 UASC arrived in Italy. On average 86% of children arriving in Italy and Spain are UASC.
