INTRODUCTION

The expectations for the June 2018 European Council meeting were high in the area of migration and asylum. After two years of discussing the asylum package this meeting was announced as the decisive moment for the reform of the Common European Asylum System (CEAS). The EU leaders meeting was considered the last chance to resolve the deadlock on the solidarity chapter of the Commission’s proposal for a Dublin IV Regulation, and for there to be a chance to have the package adopted before the European elections in May 2019.

Highlights

• Between January and June 2018, 50,800 refugees and migrants, including some 11,200 children, arrived in Europe through the Mediterranean. While Italy has recorded an 85 per cent decrease in sea arrivals in 2018 compared to the same period last year, Greece and Spain have seen a spike of 50 and 90 per cent respectively.

Summary

Europe is a destination for people seeking international protection or a better life, due to wars, political turmoil and the poverty affecting its neighbouring regions. This inflow adds to the migrants and refugees who have already settled in Europe. At the same time, populists question Europe’s capacity to absorb a greater number of migrants and refugees, as well as the latter’s willingness to integrate.

20/06/2018 - Migration flows to OECD countries have dropped slightly for the first time since 2011, with around 5 million new permanent migrants in 2017, down from 5.3 million in 2016. This trend is mainly due to a significant decrease in humanitarian migration as a result of the decline in new asylum applications, with 1.2 million applications in 2017 compared to 1.6 million in 2016, according to a new OECD report.

TRENDS AND KEY FIGURES

In April, nearly 7,300 refugees and migrants entered Europe via Italy, Greece and Spain, bringing the number of refugees and migrants who have arrived by land and sea routes to these three countries to nearly 24,300 in the first four months of 2018. This marks a significant decrease of 49% compared to the first four months of 2017, a period in which just over 48,000 refugees and migrants entered Europe via these three countries.

Vienna, Austria - UNHCR, the UN Refugee Agency, today published its legal analysis on the draft amendments to the asylum law, calling on the Austrian Government to uphold its commitment to protection sensitive asylum policies.

UNHCR is concerned about several proposed new regulations, including the seizure of cash and electronic devices of asylum-seekers, and a prolonged waiting period for refugees before they are able to apply for Austrian citizenship.

Some 20,000 unaccompanied and separated children arrived in Europe in 2017. 4 in every 5 UASC arrived in Italy. On average 86% of children arriving in Italy and Spain are UASC.

In March, just over 4,400 refugees and migrants entered Europe via Italy,
Greece and Spain. Arrivals to Greece (1,250 versus 2,400) increased by almost 100% while arrivals through routes to Spain (1,500 versus 1,300) and Italy (1,050 versus 1,060) remained consistent with the previous month. In the first three months of the year some 16,640 refugees and migrants arrived to Europe by sea compared to nearly 31,000 that arrived in the same period last year, marking a 106% decrease.
