INTRODUCTION

The persisting divisions between European Union (EU) Member States on the allocation of responsibility for asylum seekers have cast into uncertainty the reform of the Common European Asylum System (CEAS). The stalemate in negotiations on the Dublin IV proposal has also undermined compliance with the Dublin III Regulation, with some countries preferring bilateral measures to EU-wide solutions on responsibility.

The Portuguese Ministry of Internal Administration has announced a bilateral agreement for a pilot relocation of 100 refugees from Greece to Portugal. Following its pilot phase, the bilateral relocation scheme would be extended to cover 1,000 refugees in the course of 2019.

Le HCR, l’Agence des Nations Unies pour les réfugiés, se félicite de la décision de Malte d’autoriser le débarquement, depuis le navire ONG Aquarius, de 58 personnes secourues en mer, ce qui met fin à leur calvaire après plusieurs jours en mer. Nous sommes également reconnaissants envers la France, l’Allemagne, le Portugal et l’Espagne qui ont offert d’accueillir ces personnes depuis Malte.

UNHCR, the UN Refugee Agency, is grateful to Malta for its decision to allow 58 rescued people from the NGO ship Aquarius to be disembarked, ending their ordeal after days at sea. We are also grateful to France, Germany, Portugal and Spain who have offered to receive these people from Malta.

Aquarius has received formal permission from the Maltese authorities to enter the port of Valletta. MSF is relieved that a place of safety has been found for the 141 vulnerable people rescued on the Mediterranean. They are survivors of two search and rescue events which were coordinated by Libyan Joint Rescue Coordination Centre. We welcome the news that France, Germany, Luxembourg, Portugal and Spain have also agreed to share responsibility in a coordinated European response.

UNHCR, the UN Refugee Agency, welcomes the actions of the past days by several European countries to collectively end a standoff on the Mediterranean involving some 450 refugees and migrants who had been stranded at sea amid a battle over disembarkation.

Since Saturday the governments of France, Germany, Italy, Malta, Spain and Portugal have agreed to land and together share processing of the 450 people, including any asylum claims that might be lodged.

The relocation scheme established by Council Decisions 2015/1523 and 2015/1601 (“Relocation Decisions”) to assist Italy and Greece over a two-year period from September 2015 has sparked heated debates at the EU level. Even though the Relocation Decisions formally expired on 26 September 2017, their effects continue to live on in the ongoing processing of pending relocation cases. At the same time, the relocation of asylum seekers has been at the heart of animated discussions on the reform of the Dublin system and sharing of protection responsibility between EU Member States.

Initially targeting 500 Syrian refugees, the LINK IT project aims to link pre-departure and post-arrival support to facilitate the social and economic integration of resettled refugees in four European countries: the United Kingdom, Germany, Portugal and Romania.
