The Paris Declaration to end the AIDS epidemic in cities has gained political momentum among city leaders to commit to ending AIDS and to address disparities in access to health and social services. To date, about 300 cities and municipalities around the world have signed the declaration.

Message from our Regional Director

Despite numerous humanitarian challenges in 2017 in Africa, there were also a number of heart-warming accomplishments. A case in point, was when a local response of Red Crescent teams—and other partners—curbed Somalia's cholera outbreak through the power of local volunteers and shared international expertise. In terms of support to our members, 36 National Societies were able to kick start initiatives that built their capacity through seed grants.

key highlights on the progress of voluntary medical male circumcision (VMMC) for HIV prevention

Nearly 18.6 million cumulative male circumcisions for HIV prevention were performed between 2008 and 2017 in the 14 priority countries of East and Southern Africa (Fig. 1).

WHO and UNAIDS based their 2007 recommendation for male circumcision as an additional HIV prevention intervention on consistent and compelling evidence from African studies. But in 2007 the actual acceptability of circumcision and feasibility of scaling up were unknown.

Highlights

In the southern African region, maize prices continue to show mixed trends. In countries such as Malawi and South Africa, national average maize prices have been on an upward trend, while in others, such as Tanzania and Zambia, they have remained relatively stable. In Zambia, however, this belies price increases in pockets of areas which experienced a poor harvest. A look at the Alert for Price Spikes (ALPS) shows more markets in Zambia experiencing stress earlier this year.

MIGRANT BASELINE

The 21th round of data collection took place in July and August 2018. During this round a revised version of the data collection methodology was used to capture additional information on the needs and challenges migrants are facing.

DTM identified there to be at least 669,176 migrants in Libya. Migrants were identified in all baladiyas, within 554 communities and originated from more than 41 countries.

Will an El Nino take place?

Current forecasts of Eastern Pacific sea surface temperatures (SST) and expert judgement point to a significant likelihood of an El Nino materializing: currently this stands at 50-55% chance of it happening in the northern hemisphere Autumn and 65-70% chance of it developing in the coming Winter.

How long is it likely to last?

Judging from the forecasts for how SST are likely to evolve, this El Nino, should it materialize, is likely to be relatively short and over by mid 2019.

Cash-based interventions are transforming the way humanitarian aid is being delivered. We have seen a dramatic increase in the use of cash globally by 40 per cent between 2015 and 2016 (State of the World’s Cash Report, 2018). At least 28 countries in Africa have had some experience with cash-based interventions through vouchers, direct cash and mobile money; reporting that it is a much more efficient, timely and dignified way to support communities.

The **FAWRisk-Map** incorporates diverse socio-economic and agro-ecological data so that responders can visualise where the underlying risk of household **food insecurity** due to Fall Armyworm is highest. The tool consists of a number of layers allowing users to disaggregate risk into its constituent parts. By highlighting potential "hotspots", the tool is intended to assist decision-makers in prioritising and preparing for early action in targeted areas.

  • Many countries across the African continent face recurrent complex emergencies, frequent food insecurity, cyclical drought, and sudden-onset disasters, such as earthquakes, floods, and storms. In FY 2017, USAID/OFDA continued to respond to urgent needs resulting from disasters and support DRR programs that improve emergency preparedness and response capacity at local, national, and regional levels.
