GENEVA (9 November 2018) - A delegation of the UN Working Group on Arbitrary Detention will visit Hungary from 12 to 16 November 2018 to follow up on its 2013 recommendations*, while continuing its engagement with the Government on addressing issues of deprivation of liberty in the country.

During the mission, human rights experts Ms. Elina Steinerte (Latvia) and Mr. Sètondji Roland Adjovi (Benin), will also assess the steps taken to achieve compliance with the recommendations made by the expert group in the past five years.

In the first nine months of 2018, the number of irregular border crossings into the EU via the top four migratory routes fell by a third from a year ago to about 100 100, mainly because of lower migratory pressure on the Central Mediterranean route.

In September, some 12 900 irregular crossings were detected on the main migratory routes into the EU, 21% fewer than in the same month of last year.

According to the compilation of available data from national authorities and IOM offices, a total of 87,776 migrants and refugees arrived in Europe between January and August 2018. Estimated 79 per cent of the overall population crossed the Mediterranean Sea (69,614), mainly using the Western Mediterranean route which leads to Spain where 33,912 new arrivals were registered between January and August 2018.

More countries are experiencing violent conflict now than at any time in the past 30 years. People have been displaced from their homes at a rate not seen since the Second World War. The cost of conflict is currently estimated at US$1.04 trillion a year.

In good news for the rule of the law in Europe, this week the European Parliament acted against Hungary for its multiple breaches of European values, with its Resolution on the report prepared by MEP Judith Sargentini. Despite uncertainty in the run-up to the vote, in the end it was decisive: 448 for the motion (65%), 197 against (28%), and 28 abstentions (7%). Sargentini, whose report was thorough and well-substantiated, received a standing ovation.

  • 3,682 new refugees, asylum-seekers and migrants were counted in Serbia on 02 September (compared to 3,875 two weeks ago). 3,174 (i.e. 86%) were accommodated in 15 governmental centres (below chart refers), while over 500 were observed outside centres: 260 close to borders with Croatia or Hungary, 150 in Belgrade City, and up to 100 in Loznica close to the border with Bosnia and Herzegovina.

The Hungarian authorities have given up the practice of denying food to asylum seekers whose claims are considered inadmissible. A statement from the ECRE member the Hungarian Helsinki Committee is welcoming the change of practice but underlines that without legislative changes, asylum seekers can still be deprived of food any time.

Close to 500 were observed outside the centres: 150 in Belgrade City, another 240 camping close to borders with Croatia or Hungary and up to 100 in Loznica, close to the border with Bosnia and Herzegovina.
