Panama/Geneva, 10 September 2018 – The largest movement of people across the Americas in recent years is causing growing humanitarian needs across the region, the International Federation of Red Cross and Red Crescent Societies (IFRC) said today.

According to the United Nations, around 2.3 million people are believed to be on the move. The situation is especially increasing in Brazil, Colombia, Ecuador, Venezuela, Uruguay, Peru, Argentina, Chile, and several countries in the Caribbean.

The Colombian Red Cross Society (CRCS) has faced challenges due to the changing nature of this population flow, which has led to modifying fixed aid units in the border areas to the establishment of mobile aid points along the roads where this population transits.

This Regional Emergency Appeal seeks a total of 7.4 million Swiss francs to enable the IFRC to support National Societies on the scaling up of their response to the increasing population movement in the Americas, supporting initially Argentina, Brazil, Ecuador, Guyana, Panama, Peru, Trinidad and Tobago and Uruguay to deliver assistance to 200,000 people (including host communities) for 12 months, with a focus on the following areas: shelter, livelihoods and basic need, health, water and sanitation, protection, gender and inclusion (PGI) and migration.

The deepening political and socio-economic crisis in Venezuela has led to one of the biggest mass displacements in the history of South America. Although no consolidated figure for the region is available, all sources indicate that migration from Venezuela to neighbouring countries is drastically increasing. 117,300 Venezuelans filed asylum claims in the first half of 2018 alone, already more than the number of asylum claims reported at the end of 2017 (113,438).

Background

Since early 2015, Venezuelans have been leaving their country of origin due to social, economic and political turmoil. As of July 2018 it was estimated that over 54,000 Venezuelans are in Brazil, with the large majority entering the country through Pacaraima. Pacaraima is a small border town with an estimated population of 15,000 people, located in the north of Roraima state, 215 km from the state capital Boa Vista. Between June and August 2018, 7,989 people were recorded to have crossed the border from Venezuela through Pacaraima.
