Today we commemorate World Refugee Day.

There are nearly 70 million people who have been forcibly displaced around the world as a result of persecution, conflict or generalized violence. Their precarious situation makes them more vulnerable. Many of these people have seen their most basic human rights violated.

Human decency demands that we protect them, aid them, help them. But so does international law. We must not forget that. And we must not allow others to forget it.

In their report and executive summary presented today, a panel of independent international experts designated by the Secretary General of the Organization of American States (OAS) found that reasonable grounds exist to believe that crimes against humanity have been committed in Venezuela dating back to at least February 12, 2014.

Background:

In his third report on the situation in Venezuela, published on July 19, 2017, the Secretary General of the Organization of American States, stated that there was “evidence that points to the systematic, tactical and strategic use of murder, imprisonment, torture, rape and other forms of sexual violence, as tools to terrorize the Venezuelan people…” which could constitute crimes against humanity and should be brought to the attention of the International Criminal Court for further consideration.

The Venezuelan people are today experiencing an involuntary exodus, forced upon them by the growing economic and institutional degradation of the country.

The data speaks for itself. According to the International Organization for Migration, in 2015 some 698,000 Venezuelans lived outside of Venezuela. At the end of 2017, there were already 1.6 million. It is very likely that this situation will worsen if the fraudulent elections of May 20 are finally held and, as expected, consolidate the dictatorial power of the current regime.

The Inter-American Commission on Human Rights (IACHR) hereby presents its Country Report entitled Democratic Institutions, the Rule of Law, and Human Rights in Venezuela, its third report on the human rights situation in the Bolivarian Republic of Venezuela (Venezuela). The decision to produce this report stems from the marked deterioration in the country with respect to the exercise of human rights, and the grave political, economic, and social crisis in Venezuela over the past two years and, especially, in 2017.

El Secretario General de la OEA, Luis Almagro, ha designado a los tres expertos internacionales para evaluar si la situación en Venezuela merece ser remitida a la Corte Penal Internacional (CPI). Para ese fin, la Secretaría General recopilará información en un proceso supervisado por al ex-Fiscal de la CPI, Luis Moreno Ocampo, que incluye sesiones públicas en la sede la OEA e información enviada por más de 50 organizaciones que están o han investigado las circunstancias de la crisis venezolana.

OAS Secretary General Luis Almagro has appointed the three international experts to assess whether the situation in Venezuela should be referred to the International Criminal Court (ICC) for consideration. The General Secretariat will gather information impartially through a process supervised by former Prosecutor of the ICC, Luis Moreno Ocampo. The process will include public hearings to be conducted at OAS headquarters and information submitted by more than 50 organizations that have been conducting research and/or investigating circumstances of the crisis in Venezuela.
