The month of October saw the highest number of Start Fund awarded responses in one single month. From awarding responses to cross-border displacement in Ecuador and Peru to anticipating a volcanic eruption in the Democratic Republic of the Congo (DRC) it was the highest alerting and activated month in the history of the Start Fund, where 13 alerts from 15 were activated. In comparison, the previous highest alerting month which was August 2016 had 11 alerts, of which 7 were activated.

Combined data from Migration Peru and the Ministry of Foreign Affairs indicate that the largest numbers of Venezuelans live in Lima and Callao, with increasing numbers in Cusco, Arequipa, La Libertad and Tumbes, among others.

UNHCR and IOM are leading an interagency campaign to increase solidarity and empathy towards Venezuelan nationals in Peru. The interagency campaign is quickly gathering support from international and national NGOs, civil society, academia and private companies.

More than 560,000 Venezuelans have arrived in Peru. The vast majority are entering by land through the Ecuadorian border. Over 156,000 have applied for refugee status.

While the Peruvian government has been generous, the increased arrivals require additional measures. Host communities with already limited resources and infrastructure are in need of additional support.

UNHCR has set up a permanent presence in Peru with offices in Lima, Tumbes and Tacna, to complement and strengthen government’s efforts.

One of every five Venezuelans who have left their country are now living in Peru. Of these over 156,000 have applied for refugee status, making it the primary host country for Venezuelan asylum-seekers in the world.

Over 359,888 have applied for the Temporary Stay Permit (Permiso Especial de Permanencia -PTP) that allows them to access work and some basic services.

Venezuelans can apply for both options, as they are not mutually exclusive.

Tumbes is the main entry point of Venezuelans crossing into Peru. In the first weeks of November, 1,250 people entered Peru. Since 23 October, the number of arrivals to Peru substantially increased as the entry deadline to apply for the Temporary Stay Permit (PTP) neared (31 October).

During the past months, Venezuelans entering Peru are doing so in more vulnerable conditions than at the beginning of the year. Many families are traveling on foot for over 15 days, in contrast to the bus trip that they could afford before.

Shelter is one of the main needs of Venezuelans arriving in Lima, as revealed during UNHCR’s participatory assessments. UNHCR and partners are working on mapping shelters in the capital city to strengthen the protection network. So far 17 have been identified, of these, the majority are run by faith-based organizations and/or private spontaneous initiatives, confirming the generosity and solidarity of the Peruvian people towards Venezuelan nationals. These shelters usually have a limited capacity, mainly receiving from eight to fifteen people, and only three are hosting 50 or more.

UNHCR continues to work closely with Peruvian authorities to identify, register and document refugees and asylum-seekers. This provides proof of legal status, access to basic rights and services, and supports programme planning and delivery by UNHCR and other actors.

There are now over 560,000 Venezuelans in Peru. Since 2015, Peru has recorded more than 156,000 asylum claims, far exceeding the capacity of the national asylum system to provide registration and documentation.

Alrededor de 550,000 venezolanos ingresaron al Perú y podrán acogerse al Permiso Temporal de Permanencia (PTP), beneficio que hasta ahora ya obtuvieron cerca de 125,000 ciudadanos de dicho país, informó hoy Roxana del Águila Tuesta, gerente general y encargada de la Superintendencia Nacional de Migraciones.
