The Venezuelan state is using lethal force with intent to kill against the most vulnerable and socially excluded people in the country. It is violating their rights and treating them like criminals because of the circumstances in which they live, when it should be implementing preventive crime control policies that are in line with international human rights standards, said Amnesty International in a report published today.

Although no consolidated figure for the region is available, all sources indicate that migration from Venezuela to neighbouring countries is drastically increasing. 117,300 Venezuelans filed asylum claims in the first half of 2018 alone, already more than the number of asylum claims reported at the end of 2017 (113,438).

Background

Since early 2015, Venezuelans have been leaving their country of origin due to social, economic and political turmoil. As of July 2018 it was estimated that over 54,000 Venezuelans are in Brazil, with the large majority entering the country through Pacaraima. Pacaraima is a small border town with an estimated population of 15,000 people, located in the north of Roraima state, 215 km from the state capital Boa Vista. Between June and August 2018, 7,989 people were recorded to have crossed the border from Venezuela through Pacaraima.

Impoverished Venezuelans are facing food and medicine shortages. Unable to sustain their families, many are seeking refuge abroad as a way out of their predicament. South American countries, which are unaccustomed to receiving such large migration flows, are struggling to respond to the needs of the Venezuelan migrant population.
