This overview document presents incidents affecting aid delivery in 16 countries in the Americas in 2017. The report is based on incidents identified in open sources and reported by Aid in Danger partner agencies using the Security in Numbers Database (SiND). In 2017, 156 security incidents affecting NGO staff members, programmes and assets were reported. The total number of reported incidents below reflects the willingness of agencies to share information. It is neither a complete count nor representative.

EXECUTIVE SUMMARY

  1. The Inter-American Commission on Human Rights (IACHR) hereby presents its Country Report entitled Democratic Institutions, the Rule of Law, and Human Rights in Venezuela, its third report on the human rights situation in the Bolivarian Republic of Venezuela (Venezuela). The decision to produce this report stems from the marked deterioration in the country with respect to the exercise of human rights, and the grave political, economic, and social crisis in Venezuela over the past two years and, especially, in 2017.

Venezuelans continue to leave their homes and cross into neighbouring countries. Many are in need of protection, shelter, food and medicine.

Based on official migration movement figures, UNHCR estimates that there could be as many as 93,000 Venezuelans currently in Ecuador.

In Brazil over 15,600 Venezuelans have lodged asylum claims in 2017 and 1,680 Temporary Residence Permits have been granted in 2017 according to Government figures.

The total number of Venezuelans in Colombia has more than doubled in less than four months, reaching 660,000 individuals, end-November, up from 300,000 in June.

Between January and October 2017 over 100.000 Venezuelan nationals have entered Peru through the northern entry point in Tumbes, according to authorities.

In Brazil 15,645 Venezuelans have lodged asylum claims in 2017, 1,680 Temporary Residence Permits have been granted and a total of 30,000 are estimated to live in the country.
