Venezuela: displaced families still without state protection

Sixty-two families, forced to flee their villages in mid-October after receiving threats from a left-wing Colombian guerrilla group operating in the area, remain unprotected by the Venezuelan state.

The Colombian and Venezuelan families were living in Santa Ines and Caño Gaitan villages on the western border with Colombia between El Nula and Guasdualito in Alto Apure State.

On 22 October, JRS accused the Venezuelan security forces of failing to guarantee the protection of the local population. According to JRS, the population is being exposed to continuing intimidation and violence by three left-wing guerrilla groups on the western border with Colombia between El Nula and Guasdualito (Alto Apure state).

Violence between armed groups is causing forced displacement of local populations in the area. On 11 October, one armed group ordered more than 100 people, 32 families in all, to leave the area without offering a reason.

1. EXECUTIVE SUMMARY

The long lasting conflict in Colombia continued to have a significant impact on the civilian population's vulnerabilities in 2005. While during the first 10 months of 2005, official government figures show a continuing reduction in the number of new IDPs (Internally displaced people) - down from 160,648 in 2004 to 106,250 - reliable independent figures show an increasing trend in new displacements: 252,801 had to leave their houses during the first 9 months of the year (which at the same rate would give a figure of 337,068 for the whole year).

The two-day meeting, organised by UNHCR's Bureau for the Americas, brought together representatives from eight Latin American countries as well as from Norway, Canada, the United States and Sweden.
