Despite global development gains, one in every 70 people around the world is caught up in crisis and urgently needs humanitarian assistance and protection.

More people are being displaced by conflict. The number of forcibly displaced people rose from 59.5 million in 2014 to 68.5 million in 2017.

Launch of the Global Humanitarian Overview 2019 and the World Humanitarian Data and Trends 2018 At the end of November 2018, 21 Humanitarian Response Plans (HRP) and the Syria Regional Response Plan (3RP) require US$ US$24.93 to assist 97.9 million people in urgent need of humanitarian support. The requirements are lower than announced at the end of October ($25.2 billion) as those for Ethiopia have now been reduced. The plans are funded at $14.29 billion; this amounts to 57.3 per cent of financial requirements for 2018.

The Contingency Fund for Emergencies (CFE) has been a gamechanger for WHO. It allows WHO to respond rapidly to disease outbreaks and health emergencies - often in 24 hours or less. This saves lives and helps prevent unnecessary suffering. Furthermore, a quick response dramatically reduces the costs of controlling outbreaks and emergencies, as well as the wider social and economic impacts.

Geneva – IOM, the UN Migration Agency, reports that 91,093 migrants and refugees entered Europe by sea in 2018 through 17 October, with 42,494 to Spain, the leading destination this year. In fact, since late September’s arrivals were reported, Spain in 2018 has now received via the Mediterranean more irregular migrants than it did throughout all the years 2015, 2016 and 2017 combined.

The region’s total arrivals through the recent weekend compare with 145,193 arrivals across the region through the same period last year, and 320,033 at this point in 2016.

Overview

The Early Warning Early Action initiative has been developed with the understanding that disaster losses and emergency response costs can be drastically reduced by using early warning analysis to act before a crisis escalates into an emergency. Early actions strengthen the resilience of at-risk populations, mitigate the impact of disasters and help communities, governments and national and international humanitarian agencies to respond more effectively and efficiently.

Con respecto a los ingresos regulares de migrantes nicaragüenses a Costa Rica de enero a abril del presente año se muestra una tendencia de aumento en esta cifra, no obstante, de abril a mayo esta cifra disminuyó en 41%, registrando 15,873 ingresos menos. Asimismo, hasta el 17 de junio aún no se habían completado la mitad de los ingresos de nicaragüenses registrados el mes anterior.

Let me offer five points of summary from the discussion.

Firstly, CERF is the first and aspires to continue to be the fastest. It was the first contributor to the Ebola response in the Democratic Republic of Congo in March/April this year. Just a few days after the massive influx of Rohingya to Cox’s Bazar from 25th August last year, CERF was one of the first to make an allocation. And CERF was one of the first to leverage funds for the hurricanes in the Caribbean last September.
