• UNICEF has established 11 parenting rooms in health facilities of Donetsk and Luhansk oblasts along the contact line. More than 7,000 children and their parents have benefited from these services.

The information presented covers two main areas: humanitarian needs and assistance in 2016, and humanitarian trends, challenges and opportunities.

OVERVIEW OF THE CRISIS

Millions of people are continuing to suffer unnecessarily in eastern Ukraine due to the entrenched political impasse and the ongoing armed conflict. Despite many attempts at a ceasefire, hostilities continue with almost daily shelling, frequent localized clashes, and rapidly escalating mine and unexploded ordnance contamination. Given the restrictions on access, just under a million crossings of the ‘contact line’ occur each month, with people forced to wait for many hours in long lines with minimal services.

In December 2014 the cluster system was activated, with 7 clusters engaging in life-saving activities throughout the country. This 3W (WHO is doing WHAT WHERE) captures the presence of partners currently on the ground in each oblast.

PROTECTION CONCERNS

  • Security situation: In September 2017, OHCHR recorded 18 conflict-related civilian casualties: 2 killed and 16 injured.

  • Mine Action: On September 11, one civilian was killed in an explosion in Mariupol (Donetsk region, GCA), reportedly as a result of mishandling of explosive ordinances.

    According to DRC/DDG, since June 2014, 430 people have been killed and 881 injured in mine related incidents.

In 2018, there will be Humanitarian Response Plans in 23 countries: Afghanistan, Burundi, Chad, Cameroon, CAR, DRC, Republic of Congo, Ethiopia, Haiti, Iraq, Libya, Mali, Niger, Nigeria, Myanmar, Pakistan, Sudan, South Sudan, Somalia, Syria, Ukraine and Yemen. The HRPs for Cameroon, Chad, CAR, DRC, Somalia, Haiti, Sudan, Nigeria (and potentially Niger and Afghanistan) will be multi-year Plans.
