Introduction

The east of Ukraine is experiencing its fourth year of armed conflict between the Government of Ukraine’s (GoU) forces and armed opposition groups in the contested territory of Donbas. Ongoing fighting is concentrated around the contact line separating the government controlled areas (GCA) and non-government controlled areas (NGCA) of Donetsk and Luhansk oblasts.

Context

With the conflict in Eastern Ukraine in its fifth year, humanitarian actors continue to seek ways to address the humanitarian needs of populations living near the line of contact, which marks the divide between areas controlled by the Ukrainian government (GCA) and areas outside of Ukrainian government control (NGCA). Multi- purpose cash assistance is one such modality being explored by various aid actors.

Introduction

Conflict between Ukrainian forces and armed opposition groups broke out in eastern Ukraine in 2014. Almost 10,000 people have been killed, 22,231 wounded, and about one million displaced from their homes by fighting1 .The humanitarian and recovery response to the crisis is hampered by information gaps regarding access to basic services in communities located close to the contact line.
