In 2016, almost 1.3 million applications for international protection were made in the EU+. This was a 7 % decrease compared to 2015 when close to 1.4 million applications were lodged. However, the significant increase in asylum applications over the past two years led to a growth in decisions issued at first instance: in 2016, EU+ countries issued close to 1.15 million first-instance decisions, an increase of 84 % compared to 2015. Also decisions issued in second instance rose in 2016 compared to 2015, by 21%.

FOREWORD

Statelessness and arbitrary (immigration) detention have been important areas of focus of my work since I took up the position of Council of Europe Commissioner for Human Rights in 2012. Across Europe, including in many of the countries discussed in the report, I have urged authorities to take action to prevent statelessness and ensure that people are not faced with further violations of their rights simply because they lack an effective nationality.

Between January 2015 and September 2016, more than 664,500 refugee and migrant children claimed asylum in Europe. This represents around a third of all asylum claims registered in Europe during the same period of time.

Around half of all refugee and migrant children sought international protection in Germany.
Other countries, which have recorded high numbers of asylum claims by children are Sweden, Hungary, Austria, France, Switzerland and Belgium.

In 1988, the World Health Assembly resolved to eradicate poliomyelitis worldwide (1). One of the main tools used in polio eradication efforts has been the live, attenuated, oral poliovirus vaccine (OPV) (2), an inexpensive vaccine easily administered by trained volunteers. OPV might require several doses to induce immunity, but provides long-term protection against paralytic disease. Through effective use of OPV, the Global Polio Eradication Initiative (GPEI) has brought wild polioviruses to the threshold of eradication (1).

Every day, 10 people are killed by landmines. Besides claiming such a substantial number of lives, landmines form an obstacle to post-conflict reconstruction efforts. Foreign trade and development cooperation minister Lilianne Ploumen said: ‘The devastating impact of landmines doesn’t stop when the violence ends. Emergency workers are left unable to reach the places where they’re needed, refugees can’t return home and farmers can’t access their land.

Netherlands – The number of migrants opting for voluntary departure from the Netherlands to their countries of origin with the International Organization for Migration (IOM) is growing.

Under the IOM Assisted Voluntary Return and Reintegration (AVRR) programme from the Netherlands, 538 migrants were assisted in the month of June, compared to 429 in May. In the first half of the year, over 2,500 migrants departed under the programme – a 100 percent increase compared to the first six months of 2015, when 1,288 departed voluntarily from the Netherlands with IOM assistance.
