OVERVIEW OF THE CRISIS

As the conflict in South Sudan enters its fifth year in 2018, the humanitarian crisis has continued to intensify and expand due to the compounding effects of widespread violence and the deteriorating economic situation.

In November, fighting between armed forces was reported in Yei, Kajo-Keji and Lainya County (Central Equatoria), Torit County (Eastern Equatoria), Mundri area (Western Equatoria), Ayod County (Jonglei), and Mayendit and Rubkona County (Unity). As a result, many civilians were displaced in different locations, including 17,300 in Kajo-Keji County, who were forced to flee IDP camps to other parts of Central Equatoria and Uganda. Intercommunal violence in Duk County (Jonglei), left 45 people dead and displaced over 2,000 people from Duk Payuel to Poktap.

  • In October, some 2,300 Burundian refugees and asylum seekers were newly recorded in the region.
  • In Tanzania, no Burundian asylum seekers were recorded in October 2017.
  • In Rwanda, the number of Burundian refugee arrivals has more than doubled from previous months (1,150 arrivals registered). This includes 42 Burundian refugees who have passed through DRC and Tanzania.

Since the outbreak of the civil war in South Sudan 4 years ago, on the 13th of December 2013, millions of South Sudanese have been and are still fleeing every day from brutal violence, extensive food insecurity and a lack of access to basic services. Handicap International is supporting civilians displaced within the country and the people who took refuge in neighbouring countries such as Ethiopia, Kenya or Uganda.

IOM conducted flow monitoring at various cross border points, transit areas, PoCs, and IDP Collective sites across South Sudan. Flow monitoring captures the movement dynamics of the displaced population in the country. 1,488 individuals were recorded transiting through the Flow Monitoring point in Juba Gumbo Park, while 523 individuals were recorded transiting through the Flow Monitoring point in Juba Customs Park and 628 were recorded transiting in and out of the PoC in Bentiu.

This is my first briefing to the Security Council on South Sudan and I would like to focus on four issues: the humanitarian outlook for the coming months, humanitarian access constraints, current aid delivery, and the help we seek from the Council to guarantee free and consistent access to all those who need humanitarian assistance and protection. Some 37 countries, 29 of which are in Africa, require external assistance for food, according to the report.
